CBSS Seminar Addresses Hybrid Threats and Security in the Baltic Sea Region

On 19 November 2025, the Council of the Baltic Sea States (CBSS) hosted a security-focused seminar in Stockholm examining recent incidents and emerging threats in the Baltic Sea Region.

Led by prominent experts, the discussion centred on the rise of hybrid activities affecting regional stability, including the operations of the so-called shadow fleet, sabotage of critical underwater infrastructure, interference with satellite navigation systems, and the spread of disinformation.

The seminar opened with a keynote address by Dmytro Kuleba, Distinguished Policy Fellow at the European Council on Foreign Relations and former Minister of Foreign Affairs of Ukraine, who drew on Ukraine's experience under Russia's full-scale war of aggression.

Held under the Polish CBSS Presidency, the event forms part of a broader effort to sharpen the organisation's political focus on regional security. Strengthening the protection of undersea cables and pipelines, addressing covert maritime activity, and building resilience against GPS jamming and spoofing are among the Polish Presidency's declared priorities.

The seminar took place as the CBSS continues its institutional reform to respond more effectively to the security realities facing the region. This direction was notably set out in the Vihula Declaration, adopted by CBSS Foreign Ministers at their May 2025 session in Estonia.
