REGULATORY COMMISSION OF ALASKA - Notice of Pipeline Application

Notice of Pipeline Application

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on September 17, 2024, Kuparuk Pipeline Company (KPC) and North Alaska Pipeline, LLC (NAP) filed a joint application for approval to transfer 21.056 percent of KPC's ownership interest in Kuparuk Transportation Company (KTC) to NAP. KTC currently holds Certificate of Public Convenience and Necessity No. 307, for the transportation of crude oil. Docket P-24-012 was opened to address this matter.

KTC is a general partnership that owns the Kuparuk Pipeline. KPC currently owns 95 percent of the KTC partnership. If the Commission approves the joint application, KPC will own 75 percent, NAP will own 20 percent, and Unocal Pipeline Company will retain 5 percent ownership of the KTC partnership.

In conjunction with its application, KPC filed a request for waiver of the requirement in 3 AAC 48.625(a)(7)(B) to include audited financial statements for the two most recent fiscal years preceding the date of the application. KPC has also filed a petition seeking confidential treatment of its unaudited financial information submitted in compliance with 3 AAC 48.625(a)(7)(D)(ii). Any interested person may file a response to the waiver request and the petition for confidential treatment with the Commission by 5:00 p.m., October 10, 2024.

The Commission has not assessed the completeness of the application or ruled on the request for waiver and petition for confidential treatment. The Commission will rule on the request for waiver and petition for confidential treatment and determine whether the application is complete by November 12, 2024.
