The Fargo Police Department is notifying the community that a registered sex offender, Stuart Duane Kelly, registered as homeless in Fargo. Kelly was assessed as a HIGH-RISK offender by the North Dakota Sex Offender Risk Assessment Committee. The following information describes Kelly and his offense:
Stuart Duane Kelly
56 years old, 5'8", 170 lbs., blue eyes, brown hair
No Permanent Address
Fargo, North Dakota
Kelly was convicted of Indecent Exposure in March 1990 and Public Sexual Indecency to a Minor in January 1994 in Arizona; his victim was a 14-year-old girl.
He was also convicted of Indecent Exposure in August 1996, February 2002, February 2004, March 2004, February 2013 and March 2019 in North Dakota.
Kelly is a lifetime registrant.
