Congressman Gabe Evans' Bipartisan Energy Threat Analysis Center Reauthorization Act passes through the E&C Energy Subcommittee.

The newly introduced legislation ensures the DOE can work collaboratively with public and private entities to protect America's critical energy infrastructure from adversaries.

WASHINGTON - Today Reps. Gabe Evans (CO-08) and Kathy Castor's (FL-14) bipartisan legislation The Energy Threat Analysis Center (ETAC)Reauthorization Actpassed through the Energy and Commerce Subcommittee on Energy unanimously.

The newly introduced legislation will reauthorize ETAC within the Department of Energy's (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER), providing operational support for energy sector cybersecurity and resilience.

This bill reauthorizes the Energy Threat Analysis Center (ETAC) and protects critical infrastructure that American communities rely on by:

  • Renewing a public-private partnership between the Department of Energy (DOE), the National Lab of the Rockies, and electric utilities -including Xcel Energy -to conduct preventative research and real-world threat assessments to secure critical infrastructure, especially in the energy sector.
  • Countering cyber threats from the Chinese Communist Party (CCP) America's greatest cyber adversary. CCP-backed hacker groups, such as Volt Typhoon and Salt Typhoon, have been found embedded within networks across critical infrastructure sectors, lying in wait to disrupt energy systems essential to daily civilian life and U.S. military readiness.
  • Enhancing information-sharing across government and industry, ensuring timely coordination between public and private entities and law enforcement agencies. ETAC enables proactive cybersecurity collaboration before threats emerge - a need underscored by the successor of its pilot program.
  • Leveraging the National Lab of Rockies as a central hub, co-located with key federal partners - including the DOE Golden Field Office and the Denver Federal Center - and positioned within Colorado's Front Range, a region rich in technology talent and home to critical energy infrastructure.
