In October 2020, Eureka City Council chose Linc Housing to develop three noncontiguous City-owned public parking lots with affordable housing. Two of the lots are located on the outskirts of Downtown, at the northeast corner of 8th and G Streets (across from the Eureka Inn) and the northwest corner of 6th and M Streets (near Eureka City Hall). The third lot is located at Sunny and Myrtle, adjacent to Kool Beanz Coffee & Ice Cream.
Linc Housing's approved project includes 90 dwelling units total across the three sites, with 87 affordable units and three on-site manager's units. All three developments will include a first-floor community room; first-floor support services office space; laundry facilities; long- and short-term bike parking; and an outdoor tot lot and courtyard area.
Each building will be 100% affordable with the exception of the on-site manager's unit at each site. The Area Median Income (AMI) range for the 87 units is between 30% and 55% AMI. The County of Humboldt Housing Authority will provide Section 8 housing assistance to the Project in the form of Project Based Vouchers (PBVs) for 25 of the 87 units, as authorized under Section 8 of the Housing Act of 1937, as amended. On or about January 9, 2025, the City of Eureka will authorize the County of Humboldt Housing Authority to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of PBVs for the Eureka Scattered Site Project.
Because the Project is receiving federal funds (in the form of PBVs), an environmental assessment (EA) was required under the National Environmental Policy Act. An EA has been completed for the entire Project, and the City of Eureka has determined the Project will have no significant impact on the human environment (Finding of No Significant Impact). Any individual, group, or agency may submit written comments on the Environmental Review Record to Ms. Caitlin Castellano of the City of Eureka ([email protected]). All comments received by January 9, 2025, will be considered by the City of Eureka prior to authorizing submission of a request for release of funds. Commenters should specify which Notice they are addressing (either the Finding of No Significant Impact or the Request for Release of PBVs Funds).
