On the World Day of Social Justice, we reaffirm Pakistan's commitment to justice, equity and human dignity, as enshrined in the Constitution. Articles 3, 37 and 38 oblige the State to eliminate exploitation, ensure equality and promote the wellbeing of all citizens, especially the most vulnerable.

The Government of Pakistan remains dedicated to promoting social and economic wellbeing, ensuring access to basic necessities including food, shelter, clothing, education and medical relief, without discrimination.

Despite fiscal constraints, the budget of the Benazir Income Support Programme has grown from Rs. 34 billion at its inception to Rs. 716 billion for 2025-26, supporting 10 million households nationwide. Additional support is provided through Pakistan Bait-ul-Maal, Pakistan Poverty Alleviation Fund, Employees Old-Age Benefits Institution and the Prime Minister Youth Programme. These initiatives provide free access to healthcare, education, shelter, food, interest-free loans and other essential services, with particular attention to the elderly, differently-abled persons, women, youth, minorities and transgender individuals.

Provincial governments complement federal efforts through targeted programmes in health, education, nutrition, youth skill development, elderly welfare, women's empowerment and financial inclusion. Notable examples include Universal Health Insurance in Khyber Pakhtunkhwa, Ba-himmat Buzurg in Punjab and the Benazir Women Agricultural Workers Support Program in Sindh.

Pakistan faces ongoing challenges, including inflation, climate change and fiscal constraints, which disproportionately affect low-income households. While targeted measures cushion the poorest segments, the gap between needs and resources remains significant. Addressing it requires sustained reforms, efficient use of public resources, and strengthened partnerships with provinces, civil society, the private sector and development partners.

Pakistan's commitment to social justice aligns with the United Nations' vision of equitable and peaceful societies, as reflected in UN Resolution A/RES/62/10. We support the UN theme for 2026, "Empowering Inclusion, Bridging Gaps for Social Justice," promoting inclusive policies and social protections to combat poverty, inequality and unemployment, while advancing the Sustainable Development Goals.

Globally, social justice remains an unfinished mission. Populations subjected to occupation, discrimination or deprivation based on religion, ethnicity or race continue to suffer. The people of Indian Illegally Occupied Jammu and Kashmir face systematic oppression and economic deprivation. Similarly, the people of Palestine endure prolonged occupation, blockades and violations of fundamental rights. Prolonged displacement, violence against civilians and denial of basic freedoms underscore that justice cannot be selective. The international community must act decisively to uphold international law, implement UN resolutions and ensure accountability.

Let us renew our resolve to promote fairness, equity and human dignity, within Pakistan and beyond. A just society, supported by inclusive economic policies and care for the most vulnerable, forms the foundation of peace, prosperity and national unity. Pakistan will continue to strive for a future where social justice is a concrete reality.
