Batesville Man Sentenced to 30 Years in Federal Prison for Production of Child Pornography

LITTLE ROCK-Christopher Otero, who has previously been convicted of raping a child, will spend the next 360 months in federal prison for production of child pornography. Jonathan D. Ross, United States Attorney for the Eastern District of Arkansas, announced the sentence, which was handed today, by United States District Judge James M. Moody, Jr.

On September 3, 2025, Otero, 34, of Batesville, was indicted by a federal grand jury in a three-count Indictment on one count of production of child pornography, one count of distribution of child pornography, and one count of attempted production of child pornography. On April 2, 2026, Otero pleaded guilty to one count of production of child pornography. In addition to the 30-year sentence, Judge Moody also sentenced Otero to 10 years' supervised release and payment of restitution in the amount of $3,000. There is no parole in the federal system.

On November 25, 2024, Otero was on a social media platform when he initiated a private chat with what he believed was a dad who was home alone with a minor child. However, Otero was in fact communicating with a Federal Bureau of Investigation (FBI) undercover (UC) agent. During the private chat, Otero stated to the UC that he was home with a minor and "we actually just got done" having sexual intercourse. Otero continued to communicate with the UC and stated he was also sexually active with another minor child and offered to send the UC photographs of the minor's exposed genitalia.

Based on the conversation Otero had with the UC, a search warrant was obtained for Otero's residence. During a search of Otero's residence, law enforcement officers located three electronic devices, including a blue Motorola cellular telephone belonging to Otero. During a search of Otero's Motorola device, officers discovered a video dated the same day the search warrant was executed depicting Otero exposing a minor's breasts and sexually abusing the minor.

Otero's criminal history includes convictions for breaking or entering, distributing, possession, or viewing matter depicting sexually explicit conduct involving a child, and rape and engaging child in sexually explicit conduct.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Launched in May 2006 by the Department of Justice and led by the U.S. Attorney's Offices and the Criminal Divisions Child Exploitation and Obscenity Section (CEOS), it marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
