DART Begins Downtown Elevator Work for Silver Line Regional Rail

DART SILVER LINE REGIONAL RAIL TRAFFIC ADVISORY

DART's contractor, Archer Western Herzog (AWH), and subcontractors ("Crews") to work on the elevators for the new Silver Line Regional Rail at Downtown Carrollton Station, beginning Monday, July 21 through Friday, July 25. Work will be conducted from approximately 8 p.m. to 4 a.m. and requires the existing Green Line catenary lines be powered down for the work to be performed. Power downs on the DART Light Rail System must take place at night when their schedule is not as busy causing less disruptions with the public and their operations.

A crane will be utilized to hoist elevator equipment into the elevator structure and hoist elevator tower canopies the first two to three nights. (Monday-Wednesday night). Most of Wednesday night into Friday night will remain rather quiet as the subcontract will only be working on welding the elevator canopies. There will not be much heavy equipment involved besides the crane. DART says there should be around six to eight people working as well as DART's AWH Project Engineer Brendan Ramsey, who will be present on-site.

DART Silver Line Trains Conducting Test Runs, Horns May Sound

Dallas Area Rapid Transit (DART) is testing vehicles along the track, which will now include the entire 26-mile regional rail corridor as preparations start for end-to-end test runs later this spring.

Residents and commuters in North Dallas, Addison, and Downtown Carrollton will be seeing DART's newest trains operating on newly installed tracks ahead of passenger service later this year. DART crews have recently finished installing and connecting more than 281,800 linear feet (53 miles) of new rail track along the project's 26-mile corridor.

Test Runs will operate on weekdays between 9 a.m. and 4 p.m., with activity gradually increasing as preparations continue for the start of service later this year. These runs are for testing purposes only no passengers will be permitted to board as trains make stops at Downtown Carrollton, Addison, Knoll Trail, and UTD stations.

Flaggers will be present, as needed, during the initial signal and crossing tests to guide drivers and ensure they cross the tracks safely.

Segmented testing, which describes testing the train and operating systems on a specific segment of the project's track alignment, is necessary as construction progress varies across the 26-mile rail corridor. During segmented testing, trains are required to sound their horns at all rail crossings to alert motorists and pedestrians. DART is actively working with each city along the corridor to submit federal Quiet Zone applications. Once in service, the Silver Line will operate under a quiet zone ordinance along most of its 26-mile route. Train horns will only be used when necessary for safety, such as if something obstructs the tracks.

The Silver Line project's primary purpose is to provide regional passenger rail connections and service improving mobility, accessibility, and system linkages to major employment, population, and activity centers in the northern part of the DART service area along the 26-mile long Cotton Belt Corridor from DFW Airport to Plano and eventually completing the 60-mile stretch from Plano to Ft. Worth.

In-Person DART Meeting for Carrollton Silver Line Update

DART BIANNUAL COMMUNITY MEETINGS

Dallas Area Rapid Transit (DART) invites citizens to attend an in-person biannual community meeting to review the progress of the DART Silver Line Regional Rail Project along the Historic Cotton Belt Corridor. DART representatives will be on hand to outline the latest design and construction developments and answer your questions.

The 26-mile Silver Line segment will traverse seven cities, including Carrollton, Addison, Coppell, Dallas, Grapevine, Plano, and Richardson. At DFW International Airport, the Silver Line will connect to the 27-mile Trinity Metro TEXRail commuter rail line providing access to Fort Worth and the DFW Airport Skylink. The Silver Line will also interface with the three DART light rail lines, the Red/Orange Lines in Richardson/Plano, the Green Line in Carrollton, and the Orange Line at DFW Airport.

DART to Install Downtown Elevator for Silver Line Station

DART's contractor and subcontractors will begin installing an elevator tower to connect the new Silver Line Regional Rail Station to the existing aerial platform at the Downtown Carrollton Station. This work was originally scheduled for Jan. 4 but was postponed due to weather. It is now set for Tuesday, January 14, and will not impact Carrollton's Green Line service. Crews will arrive around 9 p.m. and be done before 6 a.m. Wednesday, January 15, allowing for uninterrupted commutes from the Downtown Carrollton Station.

DART/NTTA to Close DNT Overnight to Set Bridge April 6

Dallas Area Rapid Transit (DART) is in Phase II of the reconstruction of the rail crossings and adjacent roadway along N. Broadway Street and N. Denton Drive with a southbound, left-lane closure of N. Broadway Street 24/7 from Tuesday, April 16 through Tuesday, May 7, soon to be in Phase III from 9 a.m. Friday, April 26 through Monday, April 29 until 3:30 p.m., weather permitting.

Work, continuing through the summer, will include the complete relocation of the Burlington Northern Sante Fe (BNSF) mainline track and crossings through the area and will be done in coordination with operations of the BNSF mainline freight rail traffic. Pinning down the construction dates has been difficult; however, DART has dates for some of the work on Broadway and a tentative schedule for the remainder of the street work in the area.

Work in the area of the Downtown Carrollton Green Line and Silver Line Regional Rail stations is expected to be extensive for the upcoming year, and the schedule is subject to change as DART tries to get all the pieces put together in a small and congested area.

The work on N. Broadway Street will be completed in four phases:

Phase 1 - COMPLETE - Northbound N. Broadway Street closure south of W. College Avenue - 4 Weeks (Feb 13 through Mar 13) - work will include the reconstruction of the northbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone. The message boards for this work are already up and providing motorists with the closure information.

Phase 2 - Southbound N. Broadway Street closure south of W. College Avenue - 4 Weeks (Tuesday, April 16 through Tuesday, May 7) - work will include the reconstruction of the southbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone.

Phase 3 - Northbound N. Broadway Street closure north of W. College Avenue - 4 Weeks (Friday, April 26 9 a.m. until Monday, April 29 by 3:30pm weather permitting) - work will include the reconstruction of the northbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone.

Phase 4 - Southbound N. Broadway Street closure north of W. College Avenue - 4 Weeks (Early Summer) - work will include the reconstruction of the southbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone.

There will also be a weekend full closure of N. Broadway Street sometime early this summer prior to Phases 3 and 4 to move the BNSF mainline crossing to its new location.

The work on N. Denton Drive will be completed in two phases:

Phase 1 - Northbound N. Denton Drive closure at the railroad crossings - 6 Weeks (Possibly May) - this work will include the reconstruction of the northbound lanes of N. Denton Drive and the curb and median improvements required for the future quiet zone.

Phase 2 - Southbound N. Denton Drive Closure at the Rail crossings - 6 Weeks (Late Summer) - work will include the reconstruction of the southbound lanes of N. Denton Drive and the curb and median improvements required for the future quiet zone.

There will also be a weekend full closure of N. Denton Drive sometime this summer to move the BNSF mainline crossing to its new location.

DART and their contractors will not close both N. Broadway Street and N. Denton Drive simultaneously, and DART is also aware that they have to maintain access to Cedar Supply during construction on N. Denton Drive.

DART/NTTA to Close DNT Overnight to Set Bridge April 6

Dallas Area Rapid Transit (DART) and the North Texas Tollway Authority (NTTA) have agreed to an overnight closure of the Dallas North Tollway (DNT) between Belt Line Road and Keller Springs Road Saturday, April 6 from 10 p.m., to Sunday, April 7 at 5 a.m. This closure is needed to set a new pedestrian bridge that is part of a regional hike and bike trail that follows the alignment of the DART Silver Line Regional Rail Project.

Southbound DNT drivers will take the Keller Springs Road exit ramp, remain on the frontage road, and reenter the DNT at Belt Line Road. Northbound DNT drivers will exit at Belt Line Road, continue onto the frontage road, and reenter the DNT at Keller Springs Road.

All main lanes of the DNT will be closed as crews from Archer Western Herzog (AWH), DART's design-build contractor, set the pedestrian bridge that will connect Addison and Dallas over the tollway near Arapaho Road. The bridge is scheduled to open to pedestrian traffic later this fall.

"Addison and Dallas residents have repeatedly asked us about the trail and pedestrian bridge in this area, so we are excited that they can now see the plans and renderings we have discussed become a reality. Safety on this project is a priority, so while we plan to connect the trail and open the pedestrian bridge later this year, we ask for everyone's continued patience as we make progress on Silver Line construction," said Trey Walker, DART vice president for capital design and construction.

DART and NTTA agreed on the overnight closure to ensure the safety of the traveling public and construction workers while limiting the impact of construction on DNT traffic. AWH crews previously set a rail bridge for the future Silver Line in March and drivers can expect additional evening lane closures as DART and NTTA wrap up work in the area on the DNT.

The DART Silver Line is a 26-mile commuter rail that traverses seven North Texas cities (Carrollton, Addison, Coppell, Dallas, Grapevine, Plano, and Richardson) between DFW Airport and Shiloh Road in Plano. The regional rail alignment crosses three counties (Collin, Dallas, Tarrant) and will provide service to improve mobility and accessibility across the northern portion of the DART service area. DART Silver Line revenue service is scheduled to begin in late 2025 to mid-2026.

The Regional Transportation Council (RTC) approved funding for engineering design of the trail from DFW Airport to Shiloh Road in Plano. Currently 4.21 miles of the trail corridor exists, with 20.95 miles of the trail programmed with funding for construction as part of the DART Silver Line project. This trail construction is funded by a variety of sources approved by the RTC, Dallas County, the local communities in the corridor, as well as other federal transportation funding programs.

DART NB and SB Left-Lane Closures of Josey Lane for Silver Line Bridge Project

DART's contractor, Archer Western Herzog (AWH), and subcontractors ("Crews") to start construction at Josey Lane Bridge. The bridge is located between McKamy Drive and Country Club Drive in the DART Right of Way. This work will include the continuous closing of the Northbound and Southbound Single Left Lanes beginning Monday, February 26 until Tuesday, March 5, weather permitting. Dates are subject to change.

Josey Lane Bridge Construction Activities are as follows:

  1. AWH/Subs ("Crews") to set up traffic signage and barricades.
  2. Crews to mobilize on‐site to secure the work area for worker, live traffic, and pedestrian safety.
  3. Crews to mobilize heavy‐civil construction equipment (heavy‐civil equipment, cranes, job‐site trucks, beam delivery trucks, concrete trucks, etc.), job site personnel, and on‐site storage.
  4. Crews to commence construction activities inclusive of delivery truck staging, crane erection, and operations using heavy construction equipment.
  5. Once the Crews are complete the work, crews to prep the area for follow-on activities.

Note: AWH Public Information/Community Relations ("PI/CR") team shall notify adjacent property owners of the scope of work for this upcoming activity. Community engagement, street sweeping and required flagging shall be maintained throughout construction activities.

DART Construction at the Downtown Carrollton Station

Dallas Area Rapid Transit (DART) is planning the reconstruction of the rail crossings and adjacent roadway along N. Broadway Street and N. Denton Drive. This will include the complete relocation of the Burlington Northern Sante Fe (BNSF) mainline track and crossings through the area and will be done in coordination with operations of the BNSF mainline freight rail traffic. Pinning down the construction dates has been difficult; however, DART has dates for some of the work on Broadway and a tentative schedule for the remainder of the street work in the area, extending through the entirety of this summer.

Work in the area of the Downtown Carrollton Green Line and Silver Line Regional Rail stations is expected to be extensive for the upcoming year, and the schedule is subject to change as DART tries to get all the pieces put together in a small and congested area.

The work on N. Broadway Street will be completed in four phases:

Phase 1 - Northbound N. Broadway Street closure south of W. College Avenue - 4 Weeks (Feb 13 through Mar 13) - work will include the reconstruction of the northbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone. The message boards for this work are already up and providing motorists with the closure information.

Phase 2 - Southbound N. Broadway Street closure south of W. College Avenue - 4 Weeks (March 13 through April 10) - work will include the reconstruction of the southbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone.

Phase 3 - Northbound N. Broadway Street closure north of W. College Avenue - 4 Weeks (Early Summer) - work will include the reconstruction of the northbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone.

Phase 4 - Southbound N. Broadway Street closure north of W. College Avenue - 4 Weeks (Early Summer) - work will include the reconstruction of the southbound lanes of N. Broadway Street and the curb and median improvements required for the future quiet zone.

There will also be a weekend full closure of N. Broadway Street sometime early this summer prior to Phases 3 and 4 to move the BNSF mainline crossing to its new location.

The work on N. Denton Drive will be completed in two phases:

Phase 1 - Northbound N. Denton Drive closure at the railroad crossings - 6 Weeks (Possibly May) - this work will include the reconstruction of the northbound lanes of N. Denton Drive and the curb and median improvements required for the future quiet zone.

Phase 2 - Southbound N. Denton Drive Closure at the Rail crossings - 6 Weeks (Late Summer) - work will include the reconstruction of the southbound lanes of N. Denton Drive and the curb and median improvements required for the future quiet zone.

There will also be a weekend full closure of N. Denton Drive sometime this summer to move the BNSF mainline crossing to its new location.

DART and their contractors will not close both N. Broadway Street and N. Denton Drive simultaneously, and DART is aware Carrollton's TexFest event is scheduled for the weekend of Saturday, March 2. They are also aware that they have to maintain access to Cedar Supply during construction on N. Denton Drive.

DART's contractor, Archer Western Herzog (AWH) and subcontractors, will continue phased and full closure of various lanes on Marsh Lane at the railroad crossing north of Arapaho Road - closures which began in August due to construction on DART's Silver Line Regional Rail project.

Three lanes in Carrollton will be closed through November. Additionally, all 6 lanes inside the Town of Addison will be closed during a few weekends, beginning Friday, September 29 at 8 p.m. to Monday, October 2 at 5 a.m. Local driveways to properties will remain open.

DART will open three lanes of traffic before morning rush hour on Monday. Three lanes will remain closed to traffic through November, and one to two other full weekend closures are expected.

Through traffic will detour using Chenault Drive to Arapaho Road (and other streets). DART has placed electronic signs on the street advising of the closure in addition to using other communication measures.

DART Closure of N. Josey Lane for Beam Placement

DART SILVER LINE TRAFFIC ADVISORY

DART's contractor, Archer Western Herzog (AWH) and subcontractors, will be closing the two outside northbound lanes of North Josey Lane from Country Club Drive to where the Silver Line Regional Rail will cross Josey Lane (1880 N. Josey Lane) near PPG Industries Distribution Center and the two outside southbound lanes from Jimmy Porter Park (2105 N. Josey Lane) to the crossing.

Closure of North Josey Lane will begin on Monday, April 10 from 7 a.m.-5 p.m. each day (weather permitting) until Wednesday, April 12 to perform beam-setting activities on the east side of Josey Lane for construction of DART's Silver Line Regional Rail project.

All work being done will be within the Silver Line Right-of-Way (R.O.W.). Construction may cause traffic delays. Seek alternative routes.

Dallas Area Rapid Transit (DART) will be closing all lanes of Perry Road at the Cotton Belt crossing just south of Cecil Drive on Monday, June 13 through Monday, August 1. The rail crossing will be re-built to accommodate the future DART Silver Line.

Monday, June 13 until Monday, August 1:

Southbound Perry Road traffic detour: Motorists will turn left onto Sherwood Lane and continue to Josey Lane, where they will turn right. They will then make a right at Pearl Street westbound to continue back to Perry Road and make a left.

Northbound Perry Road traffic detour: Motorists will turn right onto Pearl Street and continue to Josey Lane, where they will turn left. They will then make a left at Sherwood Lane westbound to continue back to Perry Road and make a right.

DART Full Closure of Josey Lane Overnight Between Sherwood Lane and Pearl Street

DART SILVER LINE TRAFFIC ADVISORY

Dallas Area Rapid Transit (DART) will be closing all lanes of Josey Lane at the Cotton Belt crossing from Sherwood Lane, north of the crossing, to Pearl Street, south of the crossing on Friday, June 10, overnight. The closure is to allow DART to place some overhead steel beams for the DART's new Silver Regional Rail Bridge that will take the Silver Line over Josey Lane.

DURATION
Friday, June 10, beginning at 8pm until Saturday, June 11 7:00 AM (Overnight):

DART will be using the traffic signals at Sherwood Lane and Pearl Street to route traffic to Perry Road.

The BNSF railroad crossing farther north of Sherwood Lane on Josey will remain open

Southbound Josey traffic detour: Motorists will turn right onto Sherwood Lane and continue to Perry Road, where they will turn left. They will then make a left at Pearl Street eastbound to continue back to Josey Lane and make a right.

Northbound Josey traffic detour: Motorists will turn left onto Pearl Street and continue to Perry Road, where they will turn right. They will then make a right at Sherwood Lane eastbound to continue back to Josey Lane and make a left.

Local access to properties on either side of the closure will be maintained. Closure dates subject to change.

DART Road Closure Due to Silver Line Project Construction

Dallas Area Rapid Transit (DART) will be closing all lanes of Kelly Boulevard at the railroad crossing north of Country Club beginning Tuesday, May 31 through Monday, August 1 due to construction on DART's Silver Line Regional Rail project.

Northbound Detour: motorists will take Country Club to Josey Lane for through traffic.

Southbound Detour: motorists will take Keller Springs, Josey Lane, and Country Club.

Access to properties on either side of the closure will be maintained. Closure dates subject to change.

Council Approves Downtown Station Expansion for DART Silver Line

Carrollton City Council approved an ordinance to allow the expansion of the Downtown Carrollton Light Rail Station for the purpose of adding a separate station to accommodate DART's Silver Line Regional Rail. The public hearing was held during the meeting on Tuesday, July 13, and the vote was unanimous.

The ordinance amends Special Use Permit (SUP) 350a, which City Council originally approved in November 2017 for the construction of the Downtown Carrollton Station for DART's Green Line. The amendment expands the boundary by 7.7 acres on the City's Official Zoning Map, and allows for a second passenger rail station on the property.

The Silver Line Station will be built at ground level in line with the existing tracks of the Historic Cotton Belt Regional Rail and provide 329 surface parking spaces. Passengers will be able to connect between the elevated Green Line and the Silver Line via stairs and elevators.

The primary purpose of the Silver Line Regional Rail Project is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population, and activity centers in the northern part of the DART Service Area. The 26-mile Silver Line will extend along the historic Cotton Belt Regional Rail Corridor between Dallas-Fort Worth (DFW) International Airport Terminal B and Shiloh Road in Plano. The alignment traverses through three counties in Texas: Tarrant, Dallas, and Collin; and seven cities: Grapevine, Coppell, Dallas, Carrollton, Addison, Richardson, and Plano.

Downtown Carrollton Station (1013 N. Denton Drive) will be a major connecting hub for the Silver Line, providing a valuable connection to DART's Green Line and DART buses, serving as a potential regional rail transfer hub for the DCTA, and tying into the City's plans for future transit-oriented developments, including an additional connection to a future leg of the Burlington Northern Santa Fe (BNSF) Railway between Irving and Frisco.

The City of Carrollton also wants to ensure that the Grapevine Vintage Railroad (GVRR) will be able to connect in Carrollton when plans are put in place for an extension. The GVRR currently uses the 21-mile Cotton Belt Corridor tracks between Grapevine and the Fort Worth Stockyards, and shares the tracks with TEXRail, freight trains, Amtrak, and the soon to be Silver Line.

Representatives from DART presented a concept for the future integration of a station for Grapevine's train into the layout of the Downtown Silver Line Station. Despite differences in equipment, boarding heights, train lengths, and the necessity to reposition the engine from one end of the train to the other for the return trip, DART's plan illustrated enough room for a double track to accommodate the vintage railroad. The addition of Grapevine's excursion and special event railroad will enable passengers to travel from Carrollton to the Fort Worth Stockyards and back.

DART anticipates more than 1,850 daily passengers will be using the location by 2024, with an estimated travel time of 24 minutes to DFW Terminal B, and 33 minutes from Carrollton to Plano. The landscape plan provides enhanced streetscape features including pavers, street trees, street lighting, and wide sidewalks. Pedestrian connections will enable easy access to Carrollton's Historic Downtown, the Green Belt, and a new Silver Line hike and bike trail.

Anticipation is Building in Carrollton for DART's Silver Line Regional Rail

Carrollton City Council listened to an engineering update regarding the Dallas Area Rapid Transit (DART) Silver Line Regional Rail during the Tuesday, March 2 Council Worksession, and anticipation for the final product is building.

"The City of Carrollton is extremely excited about the new Silver Line," Mayor Kevin Falconer said. "DART is a crucial partner in Carrollton's plans for future transit-oriented development around each station, and the City is thrilled to have been chosen as one of the seven stations."

The $1.2 billion, 26-mile Silver Line will extend along the historic Cotton Belt Regional Rail Corridor between Dallas-Fort Worth (DFW) International Airport Terminal B and Shiloh Road in Plano. The alignment traverses through three counties in Texas: Tarrant, Dallas, and Collin; and seven cities: Grapevine, Coppell, Dallas, Carrollton, Addison, Richardson, and Plano.

"The Silver Line is constructed through a design-build contract," Carrollton Engineering Manager Tom Hammons said. "It is ongoing. DART has a team of designers and contractors working simultaneously. Construction begins as the City approves the plans. DART's design-build contractor is Archer Western Herzog (AWH)."

DART supplies monthly schedules with 90-day projections, Hammons said. The project's open for operation date is targeted for June 2023.

Major Connecting Hub Downtown

According to Hammons, DART will be making improvements to connections between the new, ground-level Silver Line Station and the current, elevated Green Line platform, including upgrading to higher-speed elevators and installing a new stairwell.

Bridge Over Josey Lane
Josey Lane is one of the most heavily travelled streets in Carrollton with 35-40,000 vehicles on the road a day, Hammons said. To avoid an interruption of traffic, the plan calls for the tracks to be elevated over Josey Lane.

DART is recommending a standard through-beam design. The downside is the aesthetics. City Council wants DART to paint and decorate a structural feature on the outer face of the beam in the upper photo that looks more like the decorative beam in the second photo.

"The Josey Lane Bridge will arguably be the most prominent roadway feature through Carrollton for generations," Falconer said. "The cost for something the City and its citizens can be proud of is a worthwhile cause, and DART has agreed to partner with Carrollton on the expense."

Bridge Over BNSF Railway
A second bridge is needed as the Silver Line approaches Downtown Carrollton and intersects the tracks of the current BNSF Railway, a heavily used freight rail that transports commodities such as coal, industrial, and agricultural products.

Due to the expected large volume of high-speed commuter traffic, the current solution requires the Silver Line to be elevated 23 feet over the BNSF rail, in the vicinity of Clint and Erie Streets. DART is recommending a standard concrete beam bridge very similar to DART'S current Green Line structure and is still refining the plans.

Silver Line Pedestrian Hike and Bike Trail
The North Central Texas Council of Governments (NCTCOG) is funding the 26-mile Silver Line Trail through an interlocal agreement and will be working with participating cities to develop the trail after the Silver Line is in operation. When completed, the trail will connect to the existing more than 11-mile Cotton Belt Trail between Fort Worth and Grapevine, and plans are in place to increase the combined length to 60 miles.

The trail was to be completed with the rail project, however water crossing issues in Carrollton, especially where the rail will cross the Trinity River Bottom land between Carrollton and Coppell, could incur very high construction costs and would delay the Silver Line if those issues were addressed in conjunction with the build.

In September 2020, NCTCOG's Regional Transportation Council (RTC) also voted to pay 100 percent of the trail design. DART will finish the Silver Line first and deliver a completed set of design plans at that time. Hammons estimates the trail could be completed in less than two years.

"Carrollton is receiving significant support from COG and RTC," Falconer said. "The long trail is absolutely an outstanding amenity. A section of the existing Green Trail and two trail extensions will divert from the tracks, due to close quarters and uneven elevations along the rail line, but it's a good thing in that Interstate travelers will be able to see a lot of what the City of Carrollton has to offer."

Sound Mitigation and Betterments
DART has incorporated noise mitigation improvements, including sound walls, enhanced landscaping, and trees, to lessen the impact to residential homes and multi-family housing along the line. The sound walls are funded by DART. Betterments are items implemented above and beyond the standard environmental mitigation measures, and DART has set aside a pool of money for betterments, including walls, landscaping, enhanced fencing, and access features, in conjunction with funding from each city.

The track side of the alignment will be constructed of a Durisol Absorptive Wall System with a bush hammer finish in a tan color throughout the entire length of the Silver Line, and the neighborhood side will be a Precast Concrete Reflective Wall.

DART is consolidating the findings from neighborhood betterments meetings and will be working with City Council on the final design to ensure a unified appearance for the City,

Presence of the Explorer Pipeline
Hammons ended his presentation by saying he wanted to bring to Council's attention the presence of the Explorer Pipeline running parallel to the whole length of the Silver Line on the north side of the tracks. The pipeline is an 1,830-mile common carrier pipeline that transports gasoline, diesel, fuel oil, and jet fuel from Port Arthur to Hammonds, Indiana, pumping 660,000 barrels a day along the system.

The presence of the pipeline prohibits the placement of landscaping trees above the pipe and requires landscaping areas over the pipeline to use shrubs under four feet tall. DART is mapping how this will affect the current design-build and will present options.

DART Silver Line Construction in Carrollton Continues with Josey Lane Bridge

Work continues on the Dallas Area Rapid Transit (DART) Silver Line Regional Rail project with the start of construction on the Josey Lane bridge in Carrollton.

For the initial bridge construction, a large diameter hole is drilled into the ground and filled with steel rebar and concrete for each bridge pier. With depths ranging from 42 feet to 49 feet, each hole is drilled into the bedrock for strength and stability. With a diameter of 54 inches, each pier footer is filled with up to 30 cubic yards of concrete, which is over 6,000 gallons.

The Silver Line Regional Rail Project's primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population and activity centers in the northern part of the DART Service Area.

With revenue service scheduled for 2023, the 26-mile Silver Line Regional Rail Project extends between DFW International Airport eastward to Shiloh Road in Plano. The project traverses through three counties in Texas: Tarrant, Dallas, and Collin; and seven cities: Grapevine, Coppell, Dallas, Carrollton, Addison, Richardson, and Plano, and includes 10 new stations.

When completed, the $1.2 billion Silver Line will connect with the Trinity Metro TEXRail commuter rail line at DFW North station providing access to Downtown Fort Worth and various other Tarrant County locales. The line will also connect with the Denton County Transportation Authority (DCTA) A-train commuter rail line providing access to various Denton County locations, DART's Green Line providing access to Dallas Love Field and Downtown Dallas via Downtown Carrollton Station, and DART's Red and Orange Lines at CityLine/Bush Station, giving riders easy access to Downtown Plano and the eastern side of the DART network.

Dallas Area Rapid Transit (DART) is beginning heavy construction activities in the City of Carrollton throughout the Silver Line Regional Rail project corridor. Residents will begin seeing activity during the week between 7 a.m. and 6 p.m. (weekend hours will be approved by the City Manager within 24 hours of required work).

There will be no access to private property, unless coordinated with the property owner(s) in advance. As specific activities are scheduled along the corridor, additional notifications will be issued. If there are other properties required for the project, property owners will be contacted by DART Real Estate.

DART owns the 100 ft. right-of-way along the 26-mile Silver Line segment traversing seven cities, including Carrollton, Addison, Coppell, Dallas, Grapevine, Plano, and Richardson. Carrollton Silver Line Regional Rail Betterment Wall Mock-up on Display

Residents can view Carrollton's betterments/sound wall mock-up for DART's Silver Line Regional Rail Project outside the Crosby Recreation Center (1610 E. Crosby Road) through Friday, January 29.

To lessen the impact to residential homes and multi-family housing, DART has incorporated noise mitigation and improvements such as sound walls, enhanced landscaping, and trees for homes adjacent to the rail line.

The mock-up wall, provided by Dallas Area Rapid Transit (DART), allows residents an up-close look at the various wall color and finish selections voted on by residents and stakeholders in Carrollton through a robust and inclusive community engagement process.

Attendees will see the Durisol Absorptive Wall System that will be used on the track-side of the alignment and the Precast Concrete Reflective Wall to be used on the neighborhood-side of the alignment.

Dallas Area Rapid Transit (DART) invites citizens to attend a virtual quarterly community meeting to review the progress of the DART Silver Line Regional Rail Project along the Historic Cotton Belt Corridor. Updates on the section of the line throughout Carrollton will be given during the Wednesday, November 11 meeting. The Design-Build Contractor for DART will be on hand to outline the latest developments and answer questions.

The 26-mile Silver Line segment will traverse seven cities, including Carrollton, Addison, Coppell, Dallas, Grapevine, Plano, and Richardson. At DFW International Airport, the Silver Line will connect to the 27-mile Trinity Metro TEXRail commuter rail line providing access to Fort Worth and the DFW Airport Skylink. The Silver Line will also interface with the three DART light rail lines, the Red/Orange Lines in Richardson/Plano, the Green Line in Carrollton, and the Orange Line at DFW Airport.

Presentations during these meetings will include:

  • Updated project drawings showing track configurations and station layout
  • Status of track grade separations (bridges)

DART Presents Carrollton City Council with the New Silver Line Plans

DART unveiled the color scheme for the new Silver Line at the Carrollton City Council Worksession on Tuesday, June 18. The 26-mile Silver Line Corridor, formerly known as the Cotton Belt Commuter Rail Line, extends between DFW International Airport eastward to Shiloh Road in Plano (see map). The project traverses through three counties in Texas: Tarrant, Dallas, and Collin; and seven cities: Grapevine, Coppell, Dallas, Carrollton, Addison, Richardson, and Plano. Construction is expected to begin this summer and the corridor's open for operation date is targeted for December 2022.

"The City of Carrollton is extremely excited about the new Silver Line," Mayor Kevin Falconer said. "DART is a crucial partner in Carrollton's plans for future transit-oriented development around each station and the City is thrilled to have been chosen as one of the seven stations."

The Silver Line's primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility, and system linkages to major employment, population, and activity centers in the northern part of the DART Service Area. The new Silver Line will interface with three DART Light Rail Transit (LRT) lines: the Red/Orange Lines in Richardson/Plano, the Green Line in Carrollton, and the Orange Line at DFW Airport. In addition, the project would connect the future Fort Worth Transportation Authority TEXRail Regional Rail Line from DFW Airport to Fort Worth (which is under construction) and provide access to the DFW International Airport Automated People Mover (Skylink).

To lessen the impact to residential homes and multi-family housing, DART has incorporated noise mitigation and improvements such as sound walls, enhanced landscaping, and trees for homes adjacent to the rail line.

"There are many different types of betterments in that category that can be utilized," John Rhone, DART Vice President of Capital and Construction, said. "Essentially it's driven by the community feedback we receive."

All of the City of Carrollton's areas to be affected will receive improvements including the Switchyard Apartments; Carrollton Heights at Erie, Clint, and Baxley Streets; Country Place; the neighborhoods of Gravely Drive; Josey Place Apartments; Trafalgar Square; and Willow Lane Condos. In addition, noise mitigation walls will be erected at Cecil Drive in Woodcrest Estates, at McKamy Drive in Hill 'N Dale, for the Garden of Josey Lane, and for Lakehill Townhomes.

In meetings with DART and City staff, the estimated daily ridership is expected to be 1,000 people on opening day and 1,970 people by the year 2040; the number of existing parking spaces in Downtown Carrollton is 251, with 231 new to be added; and the number of bus bays needed is four, one for each route. Rhone said DART wants to ensure that the City of Carrollton understands what we are working toward as a final product. Each station will have elements of continuity and community reflection. An aspect of DART's Art and Design program is an opportunity for community input on the final design.

The Downtown Carrollton Station will provide a valuable connection to the DART Green Line, serve as a potential regional rail transfer hub for the Denton County Transportation Authority (DCTA), and tie into the City's plans for future transit-oriented developments.
