Sparks, NV - The following are highlights from the January 26, 2026, Sparks City Council meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • Special Events Supervisor Raquel Monserrat presented the winners of the 2025 Hometowne Christmas Parade.
  • Kara Steeland, Senior Hydrologist and Watershed Coordinator of the Truckee Meadows Water Authority, gave a presentation on the 2025-2045 Water Resource Plan.
  • Executive Director of the Truckee River Flood Management Authority E. George Robison gave a presentation outlining the 2026-2027 Capital Improvement Plan and highlighting key flood-protection projects impacting Sparks.

General Business

Council approved:

  • A $249,579.00 professional services contract with AtkinsRealis for a Storm Drain Master Plan Amendment.
  • A $374,000.00 construction contract with Sierra Nevada Construction for the 2026 Street Cut Permanent Patch Project.
  • The acceptance of a $19,300.00 grant from the Nell J. Redfield Foundation to support the 2026 Leisure Without Limits program.
  • The acceptance of a $69,850.00 gift from Creative Gardens, Inc. for the design, construction, and installation of a play yard to be located at Larry D. Johnson Community Center.
  • A $1,000,000 interlocal agreement with Washoe County Sheriff's Office for Forensics Services for Fiscal Year 25/26.
  • The adoption of a resolution establishing priorities and an annual application process to transfer all or a portion of the City of Sparks' annual allocation of Private Activity Bond Cap to qualified projects or programs.
  • The estimated $30,000 Interlocal Agreement with Washoe County for the conduct of the 2026 Primary and General Elections.
  • The Amended and Restated Solid Waste and Recycling Exclusive Franchise Agreement with Reno Disposal Co. d/b/a Sparks Sanitation.

Planning and Zoning Public Hearings and Action Items

Council held a public hearing and adopted a bill to rezone a 0.75-acre parcel located at 2221 Pyramid Way from Professional Office to Neighborhood Commercial and a 0.46-acre parcel located at 860 Tyler Way from Multi-family Residential to C1 Neighborhood Commercial.
