Crop Insurance Policy Changes Effective for the 2027 and Succeeding Crop Years

BACKGROUND:

The Federal Crop Insurance Corporation (FCIC) is updating multiple crop insurance policies beginning with the August 31, 2026, contract change date. These changes are effective beginning with the 2027 crop year for all crops, except the Actual Revenue History (ARH) changes for crops insurable under the ARH Citrus Crop Provisions and the Arizona-California Citrus Crop Provisions are effective beginning with the 2028 crop year.

Changes include:

  • Remove potential conflicts with the Removal of Regulatory Overreach and Federal Crop Insurance Policy Provisions final rule (91 FR 16151);
  • Move termination, cancellation, and end of insurance dates to the Special Provisions;
  • For Cranberry and Stonefruit, allow enterprise and optional units by organic farming practices;
  • For Shellfish (oysters), expand to Aransas, Calhoun, Galveston, Matagorda, and Nueces counties in Texas, and add a Winter Removal Option in Barnstable and Plymouth counties in Massachusetts, which pauses coverage and reduces premium when oysters are pitted during winter months; and
  • For the Whole-Farm Revenue Protection Pilot Policy, adjust definitions for consistency with other Basic Provisions and revise hemp provisions to remove references to "industrial" and "delta-9."

ACTION:

The following documents will be available by August 31, 2026, on the Risk Management Agency (RMA) website at www.rma.usda.gov:

  • Actual Revenue History Pilot Endorsement (27-ARH)
  • Arizona-California Citrus Crop Provisions (28-0126)
  • Cranberry Crop Provisions (27-0058)
  • Fire Insurance Protection-Smoke Index Endorsement (27-FIP-SI)
  • Shellfish Pilot Commodity Provisions (27-0115)
  • Stonefruit Crop Provisions (27-0077)
  • Whole-Farm Revenue Protection Pilot Policy (27-0076 WFRP - Pilot)

Approved insurance providers must notify producers of these changes at least 30 days prior to the cancellation date, as required by the policy. Interested producers should contact a crop insurance agent for further information. A list of agents can be found on the RMA website at www.rma.usda.gov/Tools-Reports/Agent-Locator.
