2025 Review of Notorious Markets for Counterfeiting and Piracy: Comment Request

SUMMARY: The Office of the United States Trade Representative (USTR) requests comments that identify online and physical markets to be considered for inclusion in the 2025 Review of Notorious Markets for Counterfeiting and Piracy (Notorious Markets List). The Notorious Markets List identifies examples of online and physical markets that reportedly engage in or facilitate substantial copyright piracy or trademark counterfeiting. The 'issue focus' for the 2025 Notorious Markets List will examine copyright piracy of sports broadcasts.

DATES: October 1, 2025, at 11:59 p.m. ET: Deadline for submission of written comments.

October 15, 2025, at 11:59 p.m. ET: Deadline for submission of rebuttal comments and other information USTR should consider during the review.

Request for Comments and Notice of Public Hearing Concerning China's Compliance with WTO Commitments

SUMMARY: The Office of the United States Trade Representative (USTR) is seeking public comments to assist in the preparation of its annual report to Congress on China's compliance with its obligations as a Member of the World Trade Organization (WTO). This notice includes the schedule for the submission of comments for the China report and a public hearing.

DATES: September 24, 2025, at 11:59 p.m. EDT: Deadline for submission of written comments, requests to testify, and summaries of written testimony.

October 7, 2025, at 9:30 a.m. EDT: USTR will convene a public hearing to receive oral testimony.

Meeting of the National Organic Standards Board

ACTION: Notice of public meeting

SUMMARY: In accordance with the Federal Advisory Committee Act, as amended, the Agricultural Marketing Service (AMS), U.S. Department of Agriculture (USDA), is announcing a meeting of the National Organic Standards Board (NOSB). The NOSB assists USDA in the development of standards for substances to be used in organic production and advises the Secretary of Agriculture on any other aspects of the implementation of the Organic Foods Production Act (OFPA).

DATES: The meeting will be held November 4-6, 2025, from 9 a.m. to approximately 5 p.m. Central Time (CT) each day. The NOSB will hear oral public comments via webinars on Tuesday, October 28, and Thursday, October 30, 2025, from 12 p.m. to approximately 5 p.m. ET. The deadline to submit written comments and/or sign up for oral comments is 11:59 p.m. ET, October 8, 2025.

Codex Alimentarius Commission: Meeting of the Codex Committee on Spices and Culinary Herbs

ACTION: Notice of public meeting and request for comments

SUMMARY: The U.S Codex Office is sponsoring a public meeting on September 11, 2025. The objective of the public meeting is to provide information and receive public comments on agenda items to be discussed at the 8th Session of the Codex Committee on Spices and Culinary Herbs (CCSCH8) of the Codex Alimentarius Commission (CAC). CCSCH8 will be held in Guwahati, Assam, India, from October 13-17, 2025. The U.S. Manager for Codex Alimentarius and the Under Secretary for Trade and Foreign Agricultural Affairs recognize the importance of providing interested parties the opportunity to obtain background information on the 8th Session of the CCSCH and to address items on the agenda.

DATES: The public meeting is scheduled for September 11, 2025, from 1-3 p.m. ET.
