Trump Administration Kicks Off Formal Review of US-Mexico-Canada Agreement

The Office of the U.S. Trade Representative (USTR) has commenced its formal public comment period to help shape the Trump Administration's review of the United States-Mexico-Canada Agreement (USMCA) - which is set for review and renewal in 2026.
Congress required USTR to begin a public consultation by October, ahead of the formal joint review in July 2026 between the U.S., Canada, and Mexico. Early next year, USTR must deliver a report to Congress, noting its recommendations for the USMCA review and if the U.S. should extend the trade agreement or not. Unless the countries agree to extend the trade agreement for another 16 years, it will automatically expire in 2036.
Comments will be due by the end of October. Mexico and Canada are critical trading partners for the recreational boating industry. As such, NMMA plans to submit comments and welcomes industry input to help shape NMMA's comments.
In the Federal Register Notice, USTR is seeking information on:
  • Any aspect of the operation or implementation of the USMCA;
  • Any issues of compliance with the Agreement;
  • Recommendations for specific actions that USTR should propose ahead of the Joint Review to promote balanced trade, new market access, and alignment on economic security with Mexico and Canada;
  • Factors affecting the investment climate in North America and in the territories of each Party, as well as the effectiveness of the USMCA in promoting investment that strengthens U.S. competitiveness, productivity, and technological leadership; and
  • Strategies for strengthening North American economic security and competitiveness, including collaborative work under the Competitiveness Committee, and cooperation on issues related to non-market policies and practices of other countries.
NMMA will continue working with the administration, Congress, and industry partners to ensure USMCA is maintained, and remains balanced and aligned with the needs of American manufacturers.
