On 12 November 2025, stakeholders in the open-source community, in particular Mistral AI, Mozilla and Hugging Face, sent an open letter to the European Commission[1] expressing their belief that open-source software should become a priority of the EU's sovereignty strategy.
Open sourcing, in particular when it comes to artificial intelligence (AI), would help to reduce foreign dependency and development costs, and better protect cultural diversity.
The open letter sets out five proposals:
- integrate development of open-source AI into public sector calls for tender;
- create an 'EU Sovereign Tech Fund' that supports the development of open-source AI;
- facilitate access to computing infrastructure for this technology;
- facilitate re-use of public sector data for open-source AI developers, while protecting privacy and other rights;
- ensure existing governance mechanisms (Digital Innovation Hubs and supervisory authorities) are focused on supporting the development of open-source AI.
Will the Commission's call for evidence of 6 January 2026[2] take into account the proposals set out in the open letter?
