Re: Redwood City Police Department Officer Involved Fatal Shooting Of Jose Lombera on November 11, 2025.
The San Mateo County District Attorney's Office has completed our investigation into the officer involved fatal shooting of Jose Lombera on November 11, 2025 by Redwood City Police Officer Jake Granado, Officer Carlos Ordaz and Sergeant Ruben Orozco at 133 Hemlock Avenue in Redwood City. After a thorough investigation by Inspector Anjanette Holler and other inspectors with the San Mateo County District Attorney's Office, District Attorney Stephen M. Wagstaffe has concluded that there is no legal basis for filing criminal charges against Officer Granado, Officer Ordaz or Sergeant Orozco for the shooting of Mr. Lombera. District Attorney Wagstaffe has concluded that the use of force by the three Redwood City officers was legally justifiable self-defense and defense of others pursuant to California Penal Code section 835a and section 196. Therefore, this case is now deemed closed by this office.
The letter written by District Attorney Wagstaffe to Redwood City Police Chief Kristina Bell setting forth the basis for the decision declining to file criminal charges in this case is attached to this e-mail press release.
