Russian and Belarusian citizens vested with the right to elect and be elected to local governments on the territory of the Union State

The Federal Law was adopted by the State Duma on July 15, 2025, and approved by the Federation Council on July 16, 2025.

Reference note from the Presidential State-Legal Directorate

The Federal Law ratifies the Protocol Amending the Treaty between the Russian Federation and the Republic of Belarus on Equal Rights of Citizens, dated December 25, 1998. The Protocol was signed in Moscow on March 13, 2025.

The Protocol states that citizens of one Contracting Party permanently residing on the territory of the other Contracting Party have the right to elect and be elected to local governments on the territory of that Contracting Party.

The Protocol is subject to ratification in accordance with para 1 (a) and (b) of Article 15 of the Federal Law On International Treaties of the Russian Federation.
