Twelve years ago, few states conducted regular and rigorous evaluations of their tax incentives. As states more closely evaluated their tax expenditures after the Great Recession and combined with sustained research and advocacy from The Pew Charitable Trusts, today, 33 states are required by statute to evaluate their tax incentives. NCSL's State Tax Incentive Evaluators Network (STIEN) supports the continued growth of state tax incentive evaluation. With a comprehensive database of past tax incentive evaluations, ongoing nonpartisan research and annual convenings, STIEN is an invaluable resource for seasoned and brand-new tax incentive evaluators alike.
States across the country gather data and use evidence to systematically evaluate tax incentives. To illustrate what sort of evaluations states are conducting, NCSL, with the generous support of The Pew Charitable Trusts, maintains a database of completed state tax incentive evaluations. Evaluations published since the start of 2008 are included and more reports are added over time. Your ongoing submissions are vital to ensure the database remains up to date and a useful resource to tax incentive evaluators.
Each year, STIEN members convene at NCSL's annual Roundtable on Evaluating Economic Development Incentives. The roundtable focuses on the practice of tax incentive evaluation and offers attendees the opportunity to connect and collaborate with peers from across the country. The Roundtable returns in 2026 for its 10th year! Please join NCSL in Columbus, Ohio, Oct. 14-16.
