The Norwegian Ocean Industry Authority (Havtil) has ordered ConocoPhillips to rectify non-conformities regarding response time requirements for fire water on all its facilities in the Ekofisk and Eldfisk fields.
Havtil has previously obtained information from all relevant operators regarding capacity requirements for fire water supply and response times for fixed fire-fighting systems.
According to feedback from ConocoPhillips in 2023 and 2024, the following facilities on the Ekofisk and Eldfisk fields have regulatory non-conformities in respect of response times for fire water:
ConocoPhillips has now informed us that it has no specific plans for further measures to correct the non-conformities, and that it has not yet decided whether the company will apply for an exemption from this regulatory requirement.
All response times are measured by testing individual systems (not scenario tests) and are therefore not necessarily representative of the simultaneous activation of all systems that will supply fire water to a fire area.
ConocoPhillips currently has no overview of the actual response times for releasing fire water.
On the basis of the above, we have issued ConocoPhillips with the following order:

The deadline for complying with item 2 of the order is 12 March 2026. The deadline for complying with item 1 of the order will be specified in ConocoPhillips' time-delimited plan, with reference to item 2 of the order.
We are to be notified when the order has been carried out.
