Ross voters will see Measure U on the November 3, 2026 ballot.

What is Measure U?

Measure U would continue an existing parcel tax that helps fund paramedic services provided by the Ross Valley Paramedic Authority (RVPA). Its paramedics, along with paramedics on a fire engine, respond to medical emergencies and provide advanced life support before ambulance transport to the emergency room. Measure U requires two-thirds voter approval to pass.

Background Information:

For 44 years, local paramedic services in the Ross Valley have been supported by a parcel tax that provides funding to protect paramedic services. Paramedic funding helps support two ambulances as well as state-of-the-art fire department units with trained paramedics and equipment aboard fire engines. Both a fire engine and an ambulance are dispatched to 911 emergency calls.

What Measure U would do:

  • Continue the tax for four years, covering fiscal years 2027-28 through 2030-31.
  • Set the residential rate at $107.50 per dwelling unit for 2027-28.
  • Allow the Town Council to approve annual increases of up to $4.

Where does the money go?

The parcel tax funds roughly half of RVPA's operations. The rest comes primarily from ambulance transport revenue. RVPA tax funds may only be used for local paramedic services.

RVPA operations include:

  • Maintaining the number of on-duty paramedics
  • Training local paramedics and provide advanced lifesaving equipment
  • Preserving the existing level of paramedic response services
