City Manager Appoints Chief of Police and City Council Issues Formal Public Censure and Ratifies MOU

  1. Appointment of Chief of Police
    • City Manager Thomas J. Piccolotti announced the appointment of Cameron Christensen as the 15th Chief of Police in Daly City's history. Chief Christensen began his law-enforcement career in Daly City in 2004 and ascended through the ranks, most recently serving as Acting Chief before his promotion on October 27, 2025.
    • Chief Christensen was joined by his family, along with several Officers from the Department, and had the honor of having his badge pinned by Tita Perla Ibarrientos of the Pilipino Bayanihan Resource Center.

"Chief Christensen has exhibited strong leadership skills, earning the respect of the entire Department through his creation and cultivation of a culture focused on community policing and crime reduction, supported by the strategic use of real-time crime technology," said City Manager Thomas J. Piccolotti. "This appointment underscores our focus on internal leadership development, continuity of institutional knowledge, and strengthening community-police relations under experienced leadership."

  1. Censure Resolution No. 25-150
    • In response to multiple formal complaints submitted by City employees and witnesses, a neutral third-party investigator conducted a second investigation that substantiated allegations of misconduct by Councilmember Pamela DiGiovanni, including displaying a pattern of hostile, disruptive, and inappropriate behavior in her capacity as an elected official.
    • As part of the censure hearing conducted by the City Attorney and the Mayor, in which Councilmember DiGiovanni was duly noticed and provided numerous opportunities to participate, the City Council found that Councilmember DiGiovanni has repeatedly violated the standards of professional conduct, abused her position as an elected official, and disregarded prior Council directives.
    • As a result of these findings, the City Council voted unanimously to formally censure Councilmember DiGiovanni.
  1. Ratification of Memorandum of Understandings (MOUs)
    • The City Council approved agreements between the City and the Daly City Police Officers' Association (POA) and the City and the Daly City Police Management Association (PMA), covering the period of July 1, 2025 through June 30, 2028.
    • These agreements reflect the City's commitment to working collaboratively with its sworn officer and management staff, ensuring fair compensation and operational continuity.

"By ratifying the MOUs, we affirm fair labor relationships; by confirming Chief Christensen, we invest in proven leadership; and by issuing a formal public censure on Councilmember Pamela DiGiovanni, we reinforce our obligation to accountability and good governance and ensure the City's workforce is protected."

During the meeting, the City Council recognized three important Proclamations that celebrate diversity, history, and community health awareness within our City.

  • Hispanic Heritage Month (September 15 - October 15)
    The City proudly recognizes Hispanic Heritage Month, honoring the rich cultures, traditions, and contributions of the Hispanic and Latino community. This observance serves as a reminder of the profound impact Hispanic Americans have made-and continue to make-on the City's cultural, economic, and civic life.
  • Filipino American History Month (October)
    The City also recognized Filipino American History Month, celebrating the significant role that Filipino Americans have played in shaping our shared history. This month provides an opportunity to reflect on the community's enduring legacy, achievements, and contributions to the social and cultural fabric of our City.
  • Breast Cancer Awareness Month (October)
    In recognition of Breast Cancer Awareness Month, the City reaffirms its commitment to raising awareness about breast cancer prevention, early detection, and treatment. The City honors survivors, remembers those lost to the disease, and supports ongoing efforts to advance research and promote health within our community.
  1. Development Approval
    • Service Station Reconstruction Project located at 101 South Mayfair Avenue
    • The approved project will allow for the redevelopment of an existing service station, improving the site's design, functionality, and environmental standards to better serve the community.
