2025 Quarter Three Employee Recognitions

The City of San Rafael is proud to recognize Jim O'Hagan as Employee of the Quarter and the Fire Department EMS and Operations Division as Team of the Quarter for 2025 Q3, honoring their exceptional contributions to the organization and the community.

Employee of the Quarter: Jim O'Hagan, Park Equipment Mechanic, Library & Recreation

Jim was nominated twice - by Christina Farhang and Debbie Younkin - both from the Library & Recreation Department.

He is remarked as an honorary member of the lifesaving team at the Terra Linda Pool, as his hard work in improving day-to-day operations keeps things running smoothly day in and day out.

When issues with the pool arise - whether chemical, operational or supply related - Jim always quickly steps forward to ensure timely resolution so that it can remain open for the public to enjoy.

His continued active support to both fellow staff and the community demonstrates his unwavering commitment to the Together San Rafael principles.

Team of the Quarter: Fire Department EMS and Operations Division

The Fire Operation and EMS Divisions has been recognized as the City Team of the Quarter, following a nomination by CQI Coordinator Christina Gossner, RN.

In her nomination, she highlighted the division's exceptional accomplishments in 2025, including 1. launching a new Basic Life Support paramedics programs 2. earning the Mission: Lifeline®Silver Awardfrom the American Heart Association and 3. receiving multiple prestigious honors from the California EMS Agency.

The following individuals were recognized:

  • Engineer/PM Graham Winkelman & Firefighter/PM Marisa Nieto-Gomez- EMS Cross Award
  • Katie Pannell, RN, Nurse Educator- Distinguished Service Medal
  • Dr. Jordan Sax, Medical Director- Clinical Excellence Award
