Digital Omnibus on AI: Key Changes to the AI Act

On July 24, 2026, the Official Journal of the European Union published the European Parliament and Council Regulation (EU) 2026/1744, -known as the Digital Omnibus Regulation on AI- amending key aspects of the AI Act and other related instruments, as part of the EU regulatory simplification agenda.

Among the main developments, the Digital Onmnibus on AI postpones the obligations for high-risk AI systems. It also introduces new prohibited practices in relation to generating non-consensual intimate material (sexual deepfakes) and child sexual abuse material. It sets out a transitional period for transparency and synthetic content labeling obligations; strengthens regulatory sandboxes and real-world testing; puts in place new mechanisms for interaction with sectoral legislation; and expands the powers of the AI Office, including new investigation and enforcement powers.
