EU funding for Islamic Relief

The Swedish International Development Cooperation Agency (Sida) has decided not to send any new funding to Islamic Relief Sweden after an audit showed that representatives of the organisation have links to anti-democratic or violent activities[1].

In response to a written question, the German authorities stated that both Islamic Relief Germany and its parent organisation have links with the Muslim Brotherhood[2]. Islamic Relief Germany is described as an Islamist organisation that is under the surveillance of Germany's Federal Intelligence Service[3].

Between 2007 and 2020, the parent organisation Islamic Relief Worldwide received EU funding to the tune of just over than EUR 34 million[4]. Between 2021 and 2027, DG ECHO classified Islamic Relief Sweden and Islamic Relief Germany as certified humanitarian partners[5].

With the above in mind:

  • 1.Is the EU still distributing funds to Islamic Relief Worldwide or any organisation associated with Islamic Relief? If so, how much funding is involved?
  • 2.Does the Commission intend to reconsider its stance on Islamic Relief Sweden and Islamic Relief Germany given that Sida and the German authorities have reported links to anti-democratic and violent activities?
  • 3.Can the Commission state which risk assessment formed the basis of DG ECHO's 2021-2027 partnership certification and what checks and sanctions mechanisms will be triggered if links to anti-democratic or violent activities are confirmed?
