EDPB sheds light on anonymisation and web scraping

The European Data Protection Board, EDPB, has adopted new guidelines on anonymisation and web scraping in the development of generative AI solutions.

The guidelines on anonymisation clarify when data can be considered truly anonymous. The EDPB emphasises that this assessment depends on the context and on whether it is possible to single out a record, link it to other data or infer information about an individual. If this is possible, the data may still constitute personal data.

The guidelines on web scraping address the automated collection of data from the internet for the training of generative AI solutions. The Board recalls that data protection rules apply where such collection involves the processing of personal data, including rules on transparency, data minimisation and accuracy.

The EDPB also adopted the final version of the guidelines on the processing of personal data through blockchain technologies.

The guidelines on anonymisation and web scraping will be subject to public consultation until 30 October 2026.
