Governor Newsom Signs AB 2532 into Law, Making Cannabis Beverages Safer Across California

SACRAMENTO, CA - Governor Gavin Newsom signed Assemblymember Jacqui Irwin's (D-Thousand Oaks) Assembly Bill (AB) 2532, legislation that strengthens dosing and labeling requirements for cannabis beverages and establishes new safety requirements for cannabis edibles and beverages.

The legislation follows a 2025 report from the California State Auditor which found severe deficiencies in the Department's youth advertising and marketing enforcement. The audit was requested by Assemblymember Irwin in 2024 following reports of significant increases in child cannabis poisonings.

As part of the report, the Auditor specifically identified cannabis beverages as a concern, noting that some multi-serving beverages were packaged and sold without any reasonable way for consumers to measure an individual serving. One standard serving size of cannabis is 10 milligrams of THC, meaning that 100mg THC cannabis beverages contain ten servings without any recourse to measure a single dose.

"Consumers should never have to guess how much cannabis they are consuming," said Assemblymember Irwin. "The State Auditor's report made clear that the Legislature must do more to protect consumers, and especially children, from accidental poisonings. AB 2532 gives Californians the information and tools they need to accurately measure cannabis beverages while also ensuring they have immediate access to the Poison Help phone number."

Under AB 2532, cannabis beverages containing multiple servings to provide clear information about the number of servings and how to accurately measure a single serving. The bill also aids consumers in measuring a serving size by requiring measuring lines on transparent cannabis beverage containers and by ensuring they are offered a measuring device provided by the manufacturer for their multi-serving cannabis beverage.

AB 2532 also requires both cannabis edibles and beverages to include the toll-free national Poison Help number on their labels, providing consumers and their families with a crucial resource in the event of an accidental poisoning.
