Dolphin Avenue closure is extended through September 15, and lane closures begin September 17 on Spencer Industrial Drive. FDOT Hybrid Construction Open House for U.S. 17 from Oak Street to Black Creek Roadway Improvements Project will be held on September 15. Starting Soon Old Hard Road sidewalk installation (Fleming Island)- Crews will be installing a new sidewalk on Old Hard Road from County Road 220 to Blue Heron Cove Drive beginning in early to mid-September. Indian River Drive will remain closed. Drivers should anticipate daytime, single-lane closures once work begins. Radar Road new construction (Fleming Island)- Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout in fall 2025. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features. New County Projects Pacetti Road cross drain replacement (Green Cove Springs) - Weather permitting, crews will replace the cross drain near 1375 Pacetti Road on Monday, September 15. Work is scheduled to begin at 7 a.m. and is expected to take 12 hours. Traffic will be limited to one lane throughout most of the project. Ongoing County Projects County Road 15A road closure (Green Cove Springs) - Anticipate a full road closure and detour on County Road 15A, from Industrial Park Road to Pacetti Road on Friday, September 12, at 7 PM through Monday, September 15, at 5 AM, for underground drainage work at the entrance to Governors Park Phase 1A. Follow posted detour. Crews will also be closing the road shoulder on the morning of September 9 to begin turn lane construction. No through traffic, local access only from the north end of the project. County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. Drivers can expect single-lane closures on Russell Road for drainage and utility work. Expect delays and weekend work as well. All work is estimated to be completed in Spring 2027. Please slow down and use caution around the crews working close to the roadway. Nighttime road work notice: This project may involve nighttime construction activities to reduce daytime disruptions and complete the work faster. Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. Update September 9, 2025- With traffic now shifted to the north side of the east-west section of the project, crews have begun removing the old asphalt from the south side of this roadway segment. Crews are also installing storm drain pipes along Russell Road, north of the CR315B intersection. Starting September 30, the Russell Road (CR209) entrance to the RaceTrac gas station at US 17 and Russell Road will be closed for approximately eight months. Drivers will need to use the access off US Hwy 17. County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury) - Project 3A includes the completed operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation. Project 3B includes the widening and realignment of the east end of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209B. All work is anticipated to be completed in the fall of 2025. Motorists should expect a 25 mph low-speed zone and overnight single-lane closures from 5:30 PM to 5:30 AM in the work area. Update September 9, 2025 (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews are working primarily at night to complete the installation of stormwater structures and pipes. County Road 215 local dirt road paving (Middleburg) - Crews began a dirt road paving project on 23 local roads off County Road 215 in Middleburg the week of August 25. Drivers should expect intermittent, daytime, single-lane closures from 6 AM to 6 PM Monday through Saturday on Antelope Street, Burdock Court, Campbell Road, Chicory Street, Dale Court, Elizabeth Court, Ellen Court, Gopher Street, Grape Court, Guava Court, Jaguar Court, Javeline Circle, Javeline Street, Joan Avenue, Jute Court, Kalmia Circle (Loop), Kalmia Street, Leopard Circle, Reindeer Court, Squirrel Court, Veronica Avenue, Wintergreen Street, and Witch Hazel Road. County Road 218, Bonded Transportation Program project #1 (Middleburg) - This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. The westbound temporary pavement will remain in place until the underground stormwater pipe and utility relocation work is complete. The speed limit is 25 mph throughout the work zone. Please slow down and respect the safety of our workers. Update September 4, 2025- South Dolphin Avenue will be closed just south of County Road 218 on Friday, September 5, and Wednesday, September 10, through Monday, September 15, for drainage installation work. Drivers will be detoured on County Road 218, Aster Avenue, and Angora Street during the work. Follow posted detour signs. Update September 9, 2025- Excavation at Pond Site 4 is complete. Crews are installing drainage structures and pipes, demolishing existing driveways, and performing ongoing pavement repairs along the south side of the project. Work also continues on placing sub-base material, curbing, and the limestone base in this area. CR218/Spencer Industrial Drive intersection improvements/paving (Clay Hill) - Anticipate intermittent, daytime, single-lane closures with flaggers beginning Monday, June 16, on County Road 218 at Spencer Industrial Drive for intersection improvements and turn lane installation. Work could take up to 260 days to complete. Please slow down and drive with caution in the work area. Update September 10- Drivers should anticipate daytime, single-lane closures and flagging operations weekdays on Spencer Industrial Drive at County Road 218 beginning Wednesday, September 17, through Wednesday, October 29, from 7 AM to 4 PM for road widening construction work on County Road 218. County Road 220/Lakeshore Drive W traffic signal work/Arena Road (Fleming Island) - Anticipate daytime and nighttime, single-lane closures at the intersection of County Road 220 and Lakeshore Drive West for traffic signal work. The project involves setting new poles and could take up to 12 months to complete. Update September 9, 2025 - Intersection improvements at Lakeshore Drive West and Old Hard Road remain on schedule, with project completion expected by February 2026. Paving operations are underway and contingent on weather conditions. Drivers should expect day and nighttime lane closures. Arena Road: Safety improvements are underway at Old Hard Road and Lakeshore Drive West at County Road 220. Drivers can no longer make a left turn from Arena Road onto County Road 220, and will need to make a U-turn where posted. A public meeting on the County Road 220 at Lakeshore Drive West, Florida DOT safety grant project was held on Monday, October 18, 2021, at 6:00 pm at the Fleming Island Library. The public meeting notice was sent to 3,274 subscribers and posted on the County website calendar. The press release was also posted on the County website, and the social media team made a post with reminders as the date approached. County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, which includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, began on January 20. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process. Update September 9, 2025- Work continues on the CR 220 project, from Knight Box Road to Hollars Place. The project is on schedule, with drainage pipe installation continuing along CR 220. Work will intensify in the Henley Road intersection and the Joe Johns Road areas in the upcoming months. Drivers should expect lane closures and possible delays as the project continues. Beginning September 8, the westbound lane of County Road 220, west of Henley Road, will be closed overnight on weekdays from 7:00 PM to 5:30 AM for approximately two weeks. Drivers are advised to watch for flaggers and use caution due to limited nighttime visibility. Phase 1- County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work and traffic will continue to flow in both directions. Drivers can expect single-lane closures and traffic shifts during the work. The project is expected to take 15 months to complete. Only local traffic will be able to access the road from the south end during the work. Phase 2 - includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work began on January 20 and will take about 16 months to complete. Local traffic only. Bridge closure in effect. CR 220 Phase 2 detour route description Beginning February 11, drivers heading south on Blanding Boulevard can no longer make a U-turn at the Henley Road intersection to allow more time for drivers heading north on Henley Road to turn right onto Blanding Boulevard. CCSO is enforcing the no U-Turn at this intersection. Eastbound traffic along County Road 220 at the Baxley Road intersection will be detoured north on Baxley Road, east on State Road 21, south on Knight Boxx Road, and east on County Road 220 through the left turn lane. Westbound traffic on County Road 220 at the Henley Road intersection will be detoured north onto Henley Road through the right turn lane on the northeast corner of the intersection, west onto State Road 21, and south onto Baxley Road to County Road 220. Westbound traffic on County Road 220 at the Knight Boxx Road intersection will be detoured north onto Knight Boxx Road, west onto State Road 21, south onto Henley Road, and west onto County Road 220. Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished. Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted. Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- This project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days. Update August 12, 2025- The project is progressing well and remains on schedule. Base material for the trail has been placed, and Clay Electric has completed all utility work. Grant funding has been secured for the Sun Trail extension, which will add a 12-foot-wide concrete trail from Live Oak Lane to Blanding Boulevard along Old Jennings Road and Long Bay. Design is 30% complete, with construction expected to begin in the first quarter of 2026. Sesame Street dirt road paving (Middleburg) - Anticipate daytime, single-lane closures on Sesame Street between North Dolphin Avenue and North Mimosa Avenue beginning the week of September 8 for a dirt road paving project. Town of Orange Park- Milwaukee Ave Sidewalk Project (Orange Park)- The Milwaukee Ave Elevated Sidewalk Improvements for Black Creek to Doctors Lake Trail Connection Project started on Monday, February 24, 2025. To facilitate construction, Milwaukee Avenue will be closed between Carnes and Plainfield. A detour will be clearly marked and in place until approximately September 22, 2025. This project will enhance pedestrian safety and connectivity. Walburg Street (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building. Blanding Boulevard Intersection Improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on Monday, August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. No single lane closures on Blanding Boulevard and Wells Road will be allowed from 6 a.m. to 8 p.m. No double lane closures on Blanding Boulevard and Wells Road will be allowed from 5 a.m. to 10 p.m. The $8 million project is scheduled for completion in summer 2026, weather and unforeseen circumstances permitting. Drivers should expect lane closures and possible delays as the project continues. Resurfacing operations for the western portion of Orange Park Northway is scheduled to begin around October 10, 2025. Blanding Boulevard from Wells Road to Duval County line- Nighttime northbound lane closures Sunday, Monday, Wednesday and Thursday from 8 p.m. to 6 a.m. Nighttime southbound lane closures Tuesday from 8 p.m. to 6 a.m. for roadside work. FDOT to Host Sept. 15 Hybrid Construction Open House for U.S. 17 from Oak Street to Black Creek Roadway Improvements Project- FDOT will host a hybrid construction open house next week for the U.S. 17 (State Road 15) from Oak Street to Black Creek Roadway Improvements Project. Interested parties may drop by the Fleming Island Public Library, 1895 Town Center Blvd., Fleming Island, FL 32003 anytime between 4:30 p.m. and 6 p.m. Monday, September 15. Attendees will have the opportunity to view displays, ask questions and speak with members of the project team. For those unable to attend in person, a virtual open house will be offered during the same time period. More information and instructions for participation are available at https://www.nflroads.com/VPH. Work is anticipated to begin on Monday, September 29. I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Eldridge Avenue from Wells Road to U.S. 17 - Nighttime northbound ramp closures Sunday through Thursday from 9 p.m. to 6 a.m. for road work. Follow detour. Wells Road from U.S. 17 to CSX railroad tracks - Nighttime lane closures Sunday through Thursday from 9 p.m. to 6 a.m. for road work. FDOT Update Sept. 5- As part of interchange improvements at I-295 and U.S. 17, the traffic signals and roadway striping at U.S. 17 and Wells Road will be placed into their final configuration overnight Sunday, Sept. 7. Once these changes are implemented, roadway striping on eastbound Wells Road will provide for one left turn lane onto northbound U.S. 17, one through lane across U.S. 17 and one right turn lane onto southbound U.S. 17. Drivers are urged to use additional caution in the area as they become familiar with the new configuration. Superior Construction is expected to complete the $30.5 million interchange improvements and resurfacing project by fall 2025, weather and unforeseen circumstances permitting. U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway Resurfacing and Intersection Improvements (Fleming Island) - This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. This project will be mostly completed at night. Drivers should expect lane closures and possible delays as the project continues.
