On Sunday, February 15, 2026 at 7:53 a.m., Portland Police officers assigned to East Precinct responded to a report of shots fired in the 15700 block of Northeast Glisan Street (case number 26-45699). When they arrived, they located evidence of gunfire in a parking lot, specifically 32 spent casings in 2 different calibers. They learned that two suspects had fired guns into the air and the ground and then entered a nearby smoke shop. Officers surrounded the building and called out two suspects, who surrendered and were arrested. One of the men arrested was the proprietor of the smoke shop.

Officers booked the men, Jaganveer Singh, 28, of Beaverton, Oregon, and Amritpal Singh, 23, of Beaverton. They were both booked into the Multnomah County Detention Center, charged with Unlawful Discharge of a Firearm in City Limits (city code) and Recklessly Endangering Another Person. The men told officers that they are brothers.

A consent search of the building did not lead to location of any guns, but a locked safe was seized as evidence. A patrol officer applied for a search warrant, which was granted by a judge.

On February 19, 2026, the warrant was served on the safe. The safe was breached by officers from the Special Emergency Reaction Team. Inside they found two guns believed to be used in the shooting, which remain in police custody as evidence.

Discharging a firearm in Portland is unlawful in most circumstances, per Portland City Code 14A.60.020 Discharge of a Firearm. | Portland.gov.
