Shaping the EU budget: S&D makes significant progress on the progressive agenda

Today in the European Parliament, we welcome the work of the S&D negotiating team in steering the negotiation that led to the adoption of Parliament's position on the next Multiannual Financial Framework (MFF), reflecting strong progressive priorities.

We congratulate MFF Co-Rapporteur Carla Tavares, S&D Vice-President for BUDG Mohammed Chahim, S&D BUDG Coordinator Jean-Marc Germain, and Own Resources Rapporteur Sandra Gómez for their role in bringing together a complex negotiation and securing an ambitious parliamentary outcome.

The adopted position calls for an EU budget that equips the Union with the necessary means to address a rapidly evolving geopolitical, economic, and social environment, while delivering on both long-standing policies and emerging priorities. It places a clear emphasis on social and cohesion policy, investing in democracy and environmental action. It also supports the Union's capacity to deliver for people, enterprises, regions, as well as for digitalisation, housing, energy, and territorial development.

Moreover, it makes clear that the Union cannot do more with less and advances the discussion on strengthening predictable and resilient revenue, including through the introduction of new own resources.

Giacomo Filibeck, Secretary General of the Party of European Socialists, said:

The position adopted by the European Parliament marks a new phase in the negotiations and demonstrates the leadership of the S&D Group in the European Parliament for an EU budget that enhances the Union's capacity to act in key strategic areas, while delivering for the people. As negotiations move forward, we will continue to bring the PES family together. The European Parliament's central role should also be upheld in the negotiations."

Victor Negrescu, Chair of the PES MFF Working Group, said:

With the adoption of the European Parliament position, we will continue to work through our PES Multiannual Financial Framework Working Group to ensure that priorities such as social policy, cohesion, education, innovation, and sustainable competitiveness are fully reflected. The position put forward by the European Parliament is about making real choices on funding and ensuring the EU has the means to deliver on its responsibilities for people, enterprises, regions. This is also reflected in the proposals put forward on new own resources."

The adoption of the European Parliament's position marks an important step ahead of negotiations on the next EU long-term budget. The coming phase will be decisive in defining the overall level of ambition. We will continue working across the PES member parties, organisations and ministerial and thematic networks to strengthen our political family and secure, by the end of 2026, an EU budget that delivers for people, reinforces cohesion across Europe, and meets strategic priorities.
