PUBLIC NOTICE OF APPLICATION FOR WATER RIGHTS LAS 35312

Pursuant to Alaska Statue (AS) 46.15 and rules and regulations (11 Alaska Administrative Code [AAC] 93) promulgated thereunder, public notice is hereby given that an Application for Water Rights for water withdrawals from the Kokolik River have been received from North Slope Borough, PO Box 350, Utqiagvik, AK 99723. The applications were reviewed for accuracy and completeness and case files for these requested water uses have been created.

Priority Date for Application for Water Rights:

Application LAS 35312 has a priority date of November 22, 2024.

Land Ownership and Areas of Appurtenance:

The areas of appurtenance for LAS 35312 are for the water system of the Public Water Supply for Point Lay located within Lot 1, Section 36, Township 5 North, Range 45 West, Umiat Meridian.

Legal Description of Requested Water Sources:

The water rights being requested is for the purpose of a Public Water Supply for Point Lay. The source of water for the project is the Kokolik River within NW1/4NW1/4 Section 32, Township 5 North, Range 44 West, Umiat Meridian. Water is to be withdrawn at a maximum pump rate of 100 gallons of water per minute (gpm), not to exceed 20 acre-feet per year (afy) with year-round withdrawals as ice cover allows.

Per AS 46.15.133 (a), within 15 days of publication or service of notice, persons may file with the director written objections, stating the name and address of the objector, and any facts tending to show that rights of the objector or the public interest would be adversely affected by the proposed sale, appropriation, or removal.

The public is invited to comment on these actions. The Water Resources Section must receive comments in writing by 5:00 p.m., January 28, 2025, at the above addresses to be considered. If issued, a permit may be extended for good cause shown, pursuant to AS 46.15.110 and 11 AAC 93.120(f), without additional public notice.
