Human Rights Council Enhanced Interactive Dialogue on Fact Finding Mission report and High Commissioner’s report on Sudan

Ministry Statements & Speeches: 26 February 2026

Delivered by Deputy Permanent Representative Emma Hodder.

Mr President,

The human rights situation in Sudan remains catastrophic. The latest reports of the FFM and High Commissioner are deeply concerning and warrants urgent attention from the international community.

New Zealand is gravely concerned by the ongoing disregard for international law, including reported war crimes against civilians. The international community must take action to ensure that the atrocities in Sudan come to an end.

All parties, including states with influence, must act to prevent the continued spread of conflict into the central Kordofan regions. This is likely to exacerbate the dire humanitarian situation and bring further human rights violations and abuses against civilians. The supply of mercenaries and military equipment to militia groups must be stopped.

Reports of further strikes on health facilities and humanitarian convoys are deeply disturbing. New Zealand calls on all parties to end attacks on critical civilian infrastructure. Humanitarian access must be enabled to ensure the safe and unimpeded delivery of lifesaving humanitarian aid.

New Zealand continues to urge all parties and international partners to intensify diplomatic efforts to halt the fighting and prevent the further spread of violence.

Mr President, how can the international community continue to come together to ensure an end to the human rights violations and abuses of the Sudanese people and that perpetrators are held to account.

Thank you.
