On June 21, 2026, Chinese Ambassador to Samoa Fei Mingxing published a signed article titled "Understanding the Governance Philosophy of the Communist Party of China, Sustaining the Friendship between the Chinese and Samoan Peoples" in Samoa Observer. The full text is as follows:

On June 1 this year, I was delighted to witness the Samoan people celebrating the 64th anniversary of Samoa's Independence under the theme "United for a New Beginning."

The year 2026 is also an extraordinary year for both China and China-Samoa relations, marking the 105th anniversary of the founding of the Communist Party of China (on July 1) and the inaugural year of the second half-century since the establishment of diplomatic relations between our two countries. I often ponder: what enables a vast and populous Asian country and a pearl country nestled in the South Pacific to walk side by side for over 50 years, transcending differences in systems, geography, and culture? Friends have also asked me, "What is the secret behind the Communist Party of China (CPC) transforming a country that was poor and weak a century ago into the world's second-largest economy?" The answer lies in the original aspiration and mission of the CPC.

The Philosophy That Power Derives from the People 

In traditional Samoan culture (Fa'a Samoa), the prestige of an outstanding chief depends not on how much property one owns, but on how much one contributes to the community and how many people one protects. The CPC represents the fundamental interests of the overwhelming majority of the people and has no special interests of its own. General Secretary of the CPC Central Committee, Xi Jinping has said, "The country is its people; the people are the country. The sole criterion for the Party's work is whether the people are satisfied or not." Over the past few decades, the CPC has led the people in achieving a miracle in human history-lifting nearly 800 million rural poor people out of absolute poverty, ensuring they have safe housing, access to education for their children, and medical care when needed. The CPC has fulfilled its solemn promise to "leave no one behind."

The Resolve to "Carry a Single Blueprint Through to the End" 

Unlike the frequent and discontinuous policy shifts caused by the rotation of parties in Western countries, the CPC does not engage in short-term political shows that borrow against the future to pay for the present when making decisions. Instead, it pursues great undertakings that benefit both the present and future generations. It is capable of formulating long-term plans for five, ten, or even fifty years, and generation after generation continues to strive with the mindset that "success need not be mine, but my contribution to it is indispensable." This planning capacity and the ability to concentrate resources to accomplish major tasks have ensured China's long-term economic and social stability, endowing the country with unparalleled resilience in the face of century-defining challenges such as financial crises, the COVID-19 pandemic, and climate change.

The Courage to Embrace "Self-Revolution"

In many Western countries, political parties often cover up their own problems by attacking their opponents. The CPC has chosen the most difficult path-daring to face its own problems, carrying out the anti-corruption campaign with an iron fist, and continuously eliminating internal "tumors" through strict self-supervision and institutional building. This courage to turn the blade inward ensures that this century-old party remains healthy and always at the forefront of the times, winning the trust of the people. Indeed, the satisfaction rate of the Chinese people with the central government led by the CPC exceeds 90%.

The Vision of "Great Harmony Under Heaven" 

Ancient Chinese philosophers said, "If poor, maintain one's own virtue; if wealthy, ensure the well-being of all under heaven." Having suffered deeply from foreign bullies, China best understands the weight of "mutual respect." The CPC pursues the vision of "a community with a shared future for humanity," never imposing its will on anyone, and resolutely opposing interference by big countries in the affairs of small ones. China's assistance to Samoa and other Pacific island countries has never been a political show, but rather is silently integrated into Samoa's economic development and the improvement of ordinary people's lives.

The 50-year journey of friendly cooperation between China and Samoa is illuminated by the original aspiration of the CPC. This cooperation is a trans-oceanic practice of China's "people-centered" philosophy-respecting the land and, more importantly, benefiting the people.

At the Tupua Tamasese Meaole Hospital in Samoa, the figures of Chinese doctors are frequently seen. Over the past 40 years, 24 batches of Chinese medical specialists have treated Samoan patients as their own family. Recently, a Traditional Chinese Medicine (TCM) clinic was opened in the hospital. TCM emphasizes holistic balance and bodily regulation, which perfectly resonates with the concept of harmony between humanity and nature in traditional Samoan medicine. The 40-year dedication of Chinese doctors proves that China's promises stand the test of time.

Last year, the "One Country One Priority Product" project, supported by the Chinese government and jointly implemented by the Food and Agriculture Organization of the United Nations and Samoa, was officially launched, making Samoa the "demonstration country" for this global initiative. Chinese experts have brought advanced planting and processing technologies to help local farmers increase cocoa yields and incomes. 

For over 40 consecutive years, China has been providing the "Chinese Government Scholarship" to Samoa. In recent years, the China-Samoa agricultural demonstration farm, the Confucius Institute, the "Chinese Ambassador's Scholarship," and the Chinese Major at the National University of Samoa have been established one after another, providing opportunities and platforms for Samoan youth to study and grow. Since 2024, projects such as the China-aided Police Training Academy, the agricultural mechanization project, and the three primary schools project have been successively delivered, providing a strong boost to Samoa's sustainable development. China's vision of "sharing beauty and achieving a great harmony under heaven" has blossomed and borne fruit in Samoa.

China and Samoa share a common destiny in addressing climate change. Sea level rise and extreme weather concern the future of every Samoan family. Although China is a major country with a vast landmass, it also suffers deeply from the impacts of climate change. The CPC is leading the Chinese people on a green and sustainable path to modernization. Adhering to General Secretary of the CPC Central Committee Xi Jinping's concept of harmonious coexistence between humanity and nature, China will promote the alignment of its 15th Five-Year Plan with the Pathway for the Development of Samoa (PDS), expand bilateral cooperation in green agriculture, renewable energy, and sustainable tourism, and jointly safeguard our shared blue home.

The Samoan Ava ceremony has left a deep impression on me, expressing respect and welcome to guests in the most sincere and humble way. Similarly, the core of the China-Samoa comprehensive strategic partnership is mutual respect and common development. Having gone through 105 years, the CPC remains true to its original aspiration of dedicating itself to the well-being of the people and global harmony; having walked hand in hand for half a century, the friendship between China and Samoa is like a resilient coconut palm with deep roots and abundant fruit. 

Let us continue to join hands and hearts to build a closer China-Samoa community with a shared future for the benefit of our peoples.
