At the first monthly Government session, held on September 4, 2025, Deputy Prime Minister and Minister Branko Bačić presented a regular report on post-earthquake reconstruction. The reconstruction is fully completed at 13,751 locations comprising 12,989 private buildings (with 51,547 separate units) and 762 reconstruction projects for public buildings and infrastructure.
The reconstruction process includes 11,807 completed non-structural reconstruction projects and 484 completed structural reconstruction projects, while 445 family houses have also been built (405 in the Petrinja earthquake area and 40 in the Zagreb earthquake area). At the same time, 67 family houses have been purchased for citizens who opted for purchase over construction.
"At the same time, and for the purpose of temporary housing care, we have reconstructed 157 state apartments and built 29 new multiapartment blocks which did not exist prior to the earthquake," Ministar Bačić said during his presentation.
In the Zagreb earthquake area, the reconstruction is completed at 4,045 locations, and at 9,706 locations in the Petrinja earthquake area.
Reconstruction is in progress at 1,822 locations, most involving complex structural reconstruction
Currently, reconstruction is in progress at 1,822 locations, which comprises 1,662 private buildings with 12,136 housing units and 160 projects financed by the European Union Solidarity Fund.
"Until this year, the reconstruction process was dominated by non-structural reconstruction projects, but now it is time for significantly more complex and financially significantly costlier structural reconstruction projects. At the moment, almost 1,200 such structural reconstruction projects are in progress, whether they refer to family houses or multiapartment blocks," the Minister explained.
There are 1,194 structural and 220 non-structural reconstruction projects in progress. A total of 25 multiapartment blocks and 219 family houses are under construction - 196 in the Petrinja earthquake area and 24 in the Zagreb earthquake area. Moreover, five financial aid payments for purchasing family houses are underway.
A total of 1,006 locations is in the contractor selection process, involving 267 multiapartment blocks and 739 family houses - with a total value of 132.7 million euro. They are primarily structural reconstruction projects.
First block reconstruction of the Mali Vatikan complex in Zagreb
"During August we visited structural reconstruction projects in the centre of Zagreb, newly built family houses in the Petrinja earthquake area, and Zagreb as well. In the meantime, the first block reconstruction has been completed, which significantly accelerates the reconstruction pace," Ministar Bačić said.
Let us recall that the Mali Vatikan block is reconstructed based on the principle of block reconstruction, which may involve over 200-250 housing units in one procurement. This is a non-structural reconstruction project which spans 47,557 square meters. The complex comprises the Vlaška Street, Bauerova Street, Martićeva Street and Ratkaj Passage, including 25 entrances with 259 separate units - 239 housing units and 20 business units. The contract construction price is 4.2 million euro including VAT.
Two blocks in Sisak are under reconstruction, including 11 entrances and 254 separate units. This is the block in the 2-10 Hrvatski Narodni Preporod Street and 1, 3, 5, 7, 9 and 11 Meštrovićeva Street. The price is 23.56 million euro. Five more blocks are in the contractor selection process, involving 56 buildings and 720 separate units with a total value of the construction being 54.9 million euro.
A total of 1,132 comprehensive reconstruction projects for public buildings and infrastructure completed
A total of 1,309 projects was contracted under the EU Solidarity Fund and 1,132 projects were completed, with a total value of 3.79 billion euro. A total of 1,003 billion euro was spent from the Solidarity Fund, additional 1.47 billion euro was secured through the National Recovery and Resilience Plan, and the remaining amount was financed primarily from the state budget.
For the comprehensive reconstruction of public sector buildings, 209 projects worth 2.43 billion euro were contracted. By now, 74 projects are completed, 127 projects are under reconstruction and eight projects are in different phases of preparation.
By the end of June 2026, the deadline for completing the projects financed from NRRP, there are 209 pending projects that I am confident we will finish in order to meet the defined indicator of 600,000 square meters of reconstructed space of public buildings," the Minister stated.
Let us recall that the post-earthquake reconstruction, whose financing originated from the EU Solidarity Fund, entails 74 health care institutions, 156 schools and kindergartens, 27 faculty buildings, 293 cultural heritage buildings, 600 km of roads and 77 bridges and other municipal and energy infrastructure projects.
Revitalisation of Sisak-Moslavina County
Minister Bačić also addressed the rising housing stock in Sisak-Moslavina County, where 59 new multiapartment blocks with a total of 1,024 apartments are planned to be constructed.
By now, we have completed 32 buildings, 25 buildings are under construction and by the end of the year we will have finished 17 of them. Next year we will have to complete nine buildings, and it is to be expected that at the same time next year we will have 1,024 completely new apartments in the Sisak-Moslavina County area," the Minister said.
Out of the 32 completed buildings, 13 of them are located in Sisak, eight in Petrinja, five in Glina, two in Gvozd and one in Dvor, Jasenovac, Lekenik and Novska each. Two additional buildings are in the work preparation phase.
Out of the 59 planned buildings, 20 are cofinanced under the Programme Competitiveness and Cohesion, with 15 of them being completed. Within two other projects, three more buildings are built - two under the POS Programme in Sisak and one under the interdepartmental cooperation programme in Novska.
"During July and August, we moved residents into new buildings - three in Sisak, while residents in Gvozd and Lekenik also received keys. I would say the construction of new multiapartment blocks is proceeding at a great pace," Minister Bačić concluded.
It is worth noting that a total of 3.98 billion euro was spent of the reconstruction of public and private property - 2.31 billion for the Zagreb earthquake area and 1.67 billion for the Petrinja earthquake area. There is a total of 1.3 billion euro secured for reconstruction from the 2025 state budget.
