DURHAM, NC (February 6, 2026) - Today, Congresswoman Valerie Foushee (NC-04) announced that she secured an additional $20 million in Community Project Funding for North Carolina's Fourth Congressional District through the recent appropriations bills. All fifteen of her Fiscal Year 2026 Community Project Funding requests have been signed into law, delivering more than $21.1 million in total to critical local projects.
"I am pleased to deliver more than $21 million in federal funding to support essential projects across the Fourth District," said Congresswoman Valerie Foushee. "This significant funding will allow us to invest in some of our community's most pressing needs, including updating water infrastructure, strengthening emergency response capabilities, improving transportation, and expanding affordable housing so every family has access to a safe, quality home. These projects came directly from community members and local leaders, and each one will help improve the quality of life for residents across the district. I remain committed to continuing to bring home the federal resources our community deserves and delivering meaningful results for our community."
The total funding was secured through three FY2026 House appropriations packages. All fifteen Community Project Funding requests secured by Congresswoman Foushee to receive direct federal funding are listed below:
Legion Road Affordable Housing Development (Town of Chapel Hill) - $2,000,000
Purpose: To build over 160 rental units priced to serve households earning between 0% and 60% of the Area Median Income with at least 25% of the units serving households with extremely low incomes on Town owned land.
Triangle Mobility Hub (GoTriangle) - $2,000,000
Purpose: To replace the Regional Transit Center and establish alternative rapid transit services, helping connectivity and supporting the rapid population growth in the Triangle region.
Southside Revitalization Phases III and IV (City of Durham) - $2,000,000
Purpose: To complete the construction of affordable housing units for the remaining two phases at Southside, benefitting households earning 60% or below the Area Median Income.
GE Pump Station and Force Main Improvement Project (City of Mebane) - $4,000,000
Purpose: To improve the GE Pump Station which has encountered a 40% reduction in pumping capacity, and to replace approximately two miles of 8-inch cast iron pipe force main with new 8-inch ductile iron pipe force main.
Fordham Boulevard Sidepath Development (Town of Chapel Hill) - $1,000,000
Purpose: To update and construct approximately 3,500 feet of sidewalk from Cleland Drive to Willow Drive, along a high-volume section of Fordham Boulevard/15-501.
RDU Taxiway "J" Reconstruction (Raleigh-Durham Airport Authority) - $850,000
Purpose: To reconstruct the pavement of Taxiway "J", which provides a critical link between the parallel commercial runways at Raleigh-Durham International Airport and access to the North Cargo parking apron.
Pittsboro Downtown Revitalization Project (Town of Pittsboro) - $850,000
Purpose: To reconstruct sidewalks and street infrastructure in the rapidly growing downtown Pittsboro area, improving walkability and accessibility for residents.
Harnett Regional Water Improvement (Town of Holly Springs) - $1,092,000
Purpose: To construct intermediate booster pump stations and water storage facilities to increase the daily delivery of drinking water for a community undergoing significant population and economic expansion.
Elevated Water Storage Tank Project (Town of Fuquay-Varina) - $1,092,000
Purpose: To construct an elevated water storage tank to improve water storage and water supply delivery for fire protection and potable drinking water for a community undergoing significant population and economic expansion.
Chlorine Gas Conversion at Water Treatment Plant (Town of Hillsborough) - $1,000,000
Purpose: To convert the water treatment plant from a chlorine gas disinfection system to a sodium hypochlorite system, eliminating the hazards associated with the transport, storage, and use of toxic chlorine gas.
Page Park Lift Station (Durham County) - $1,092,000
Purpose: To replace the existing Chin Page Lift Station and approximately 5,300 LF of sewer pipe with larger sewer pipe and a larger pump station outside the Stirrup Iron creek floodplain, providing system resiliency and accommodating increased flows.
PFAS Treatment Facility (Orange Water and Sewer Authority) - $1,092,000
Purpose: To design a new PFAS treatment facility that will be a significant step towards addressing PFAS contamination in the area and restoring clean drinking water for the local community.
Clearwell Replacement Project (Orange Water and Sewer Authority) - $1,092,000
Purpose: To design the Clearwell Replacement Project, which will replace an aging clearwell and improve the current water purification process, ensuring residents reliably receive safe drinking water and to keep utility rates affordable.
Real-Time Crime Center (Durham City Police Department) - $1,031,000
Purpose: To equip a Real-Time Crime Center that centralizes data from multiple sources to aid crime prevention and reduction efforts, while building stronger community confidence in public safety.
Mobile Command Center Project (Durham County Sheriff's Office) - $1,000,000
Purpose: To replace the Durham County Sheriff's 23-year-old mobile Command Post, an essential tool for managing emergencies, such as natural disasters, active shooters, bomb threats, and other major incidents.
