Justice does not simply unfold. It must be fought for - with resolve, political will and through international cooperation.
Our support for Ukraine, our commitment to international law and our solidarity with the victims of Russia's war of aggression, have brought us together in this moment.
Colleagues, accountability is essential for forging a credible path to peace. Aggression must never go unanswered. With the signing of this Convention and the establishment of a Claims Commission, another important part of the architecture of accountability has been finalized. The process of establishing a Special Tribunal for the Crime of Aggression - in its final stages - will be another important element in this regard.
This sends a clear message: Serious violations of international law will be met with mechanisms that hold the aggressor accountable.
Norway is committed to a world order grounded in international law - our shared normative vocabulary. We believe in a system where rules prevail, and where violations of these rules carry consequences - regardless of the perpetrator. By signing this convention today, we reaffirm our solidarity with Ukraine and our commitment to the principles that underpin peace and security.
Millions of Ukrainians have had their lives deeply affected by Russia's aggression. For Norway - a neighbour of Russia - this human dimension is fundamental. It is a political priority.
On this important day, let me underline this:
Holding Russia legally and financially accountable mustgo hand in hand with continued strong military and civilian support for Ukraine. For their fight for freedom. For Europe. And for our shared security.
Let us work together to make this mechanism a strong and credible tool for justice.
