12/09/2025 - Middle Housing Code Amendments

Middle Housing Code Amendments

Notice of Decision:
After almost a year of public outreach and community input on the middle housing code amendments, the City Council considered this proposal at its meeting(s) on November 18, 2025, and November 25, 2025. The amendments were approved and the ordinance will become effective on December 22, 2025.

Summary of Changes:
  • Allow up to 2 ADUs per lot for lots with a principal unit
  • Allow ADUs to be up to 1,000 square feet in gross floor area
  • Allow up to 4 units per lot in residential areas
  • Allow up to 6 units per lot in residential areas if at least 2 of the units are for affordable housing for a period of at least 50 years
  • Allow up to 6 units per lot in residential areas if the site is within half mile of frequent transit routes
  • Update definitions related to state laws
  • Reduce setback requirements for new buildings
  • Increase the amount of impervious surface coverages allowed
  • Increase the maximum building heights allowed in four of the six lower density residential zones
