CDFI Fund Operating Status During Federal Government Shutdown

CDFI Fund Operating Status During Federal Government Shutdown

Wednesday, October 1, 2025

For the duration of the federal government shutdown, limited Community Development Financial Institutions Fund (CDFI Fund) staff and services will be available as described below.

  • Access to the CDFI Fund's Awards Management Information System (AMIS), the CDFI Information Mapping System (CIMS), and the CDFI Fund website will be available during the federal government shutdown. Updates to AMIS, CIMS, and the CDFI Fund website will be suspended during this time and will be made available once the federal government is fully operational.
  • The AMIS Help Desk will respond to Service Requests, email messages, and phone calls for technical issues. The AMIS Help Desk is unable to respond to questions related to CDFI Fund programs, compliance, or CDFI and CDE Certification.
  • FY 2025 CDFI Program and Native American CDFI Assistance (NACA) Program applicants who received notification from the CDFI Fund that they advanced to step 4 in the scoring/evaluation process and given an opportunity to update their Application, as described in the amended CDFI Program Notices of Funds Availability (NOFA) or NACA Program NOFA, may continue to submit their requests to reopen their application per the deadlines provided in the instructions. Applicants whose applications are reopened can update and resubmit their reopened applications per the deadlines listed in the amended NOFAs. All new requests to reopen applications will be processed after the federal government is fully operational. If needed, the CDFI Fund may provide additional instructions for CDFI Program and NACA Program applicants after the federal government reopens.
  • The third and final CDFI Certification general reapplication window-Window 3-opens on October 6, 2025, and closes on December 31, 2025, at 11:59 p.m. ET. Beginning October 6, organizations with fiscal year end dates of April 30, 2025; May 31, 2025; or June 30, 2025, will have access to and are required to submit their revised CDFI Certification Application in AMIS during this time. If needed, the CDFI Fund may provide additional instructions for Window 3 CDFI Certification Applicants after the federal government returns to full operating status.
  • Certified CDFIs or organizations that have received a CDFI Fund Award and/or Allocation must continue to fulfill their annual compliance, Certification, and other reporting obligations during the federal government shutdown. Failure to submit required annual compliance reports and the Annual Certification and Data Collection Report (ACR) or failure to advise the CDFI Fund of Material Events may result in default and/or noncompliance with your organization's Award, Assistance and/or Allocation Agreement(s), or termination of your CDFI Certification. Organizations can view the due dates for their annual compliance reports and their ACR in their AMIS accounts.

Any regularly scheduled webinars, such as the next monthly Transaction Level Report webinar on October 1st and the CDFI Certification webinar on October 2nd, are cancelled and may be rescheduled once the federal government is fully operational.
