CHARLESTON, W.Va. - Governor Patrick Morrisey has issued a State of Emergency proclamation for Mason County following flooding that began on September 10, 2026.

"The safety and security of West Virginians is our highest priority, and we are mobilizing every necessary resource and coordinating closely with local, state, and federal partners to swiftly stabilize this hazardous situation and protect our infrastructure," said Governor Morrisey.

The severe weather caused significant erosion and the displacement of an estimated 900 cubic yards of earthen material along the riverbank near the Kanawha Street levee discharge culvert on the Ohio River. The resulting landslide has encroached to within two feet of a local railroad track line, prompting its closure. Officials warn that without immediate stabilization, further erosion could worsen the threat to public safety and infrastructure and cause the closure of the main rail line.

The State of Emergency applies specifically to Mason County and will remain in effect for 30 days unless terminated or extended by a subsequent proclamation.

The declaration activates the West Virginia Emergency Operations Plan, enabling local, state, and federal agencies to seamlessly coordinate resources, equipment, and manpower.

The Governor has invoked statutory emergency powers under West Virginia Code § 15-5-6 and delegated specific administrative authorities to the Director of the West Virginia Emergency Management Division to expedite essential recovery services.

State agencies are actively mobilizing to secure the affected riverbank, clear debris, and restore safe conditions for the surrounding community and transportation lines. DEP and DoT have also been working with the Mayor of Point Pleasant, the Army Corps of Engineers, as well as other affected parties.
