The measures follow an anti-dumping investigation which showed that imports of titanium dioxide from China had been dumped on the EU market and were causing damage to the EU industry, which employs almost 5,000 people across the Union.
The duties - which range from 0,25 Euro/kg to 0,74 Euro/kg - strike a fair balance between the need to protect the EU TiO2 industry from injurious dumping and the interests of TiO2 users in the Union, which depend on the compound as a raw material for their production processes.
In July 2024, the Commission imposed provisional ad valorem anti-dumping duties on TiO2 from China, but adjusted the type and level of duties in response to comments from European users of TiO2. An exemption from duties was also granted for imports of graphic TiO2 used in the production of printing inks, thereby aiming to further alleviate the effect of duties on European downstream companies.
Titanium dioxide is widely used as a white pigment in a variety of products and industries including coatings, paints, plastics, and paper laminates used in furniture.
