International Day for the Elimination of Racial Discrimination: Statement by the High Representative on behalf of the European Union

Racial equality is not an aspiration reserved for some, but a right guaranteed for all. This simple principle was agreed by countries across the world when they adopted the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD). Yet six decades on, the promise remains unfulfilled.

In recent years, the EU has stepped up its efforts to fight racism. The EU Anti-Racism Action Plan (2020-2025) and first-ever Anti-Racism Strategy (2026-2030) mark a decisive shift from commitment to implementing targeted measures to tackle racism in all its forms, including structural racism. The Anti-Racism Strategy calls for the enforcement of anti-discrimination legislation, more support for victims, steps to promote inclusive societies, and enhanced cooperation amongst EU Member States, civil society and international partners. It also recognises the continued importance of education and historical knowledge to address the root causes of racism and prevent its recurrence.

In parallel, the EU contributes to the international fight against racism, including by implementing global initiatives such as the Durban Declaration and Programme of Action. The EU also helps to ensure that the fight against racism remains a global priority by raising the topic regularly with international partners, be it through human rights dialogues or as part of ministerial meetings and summits. But we want to see effective follow-up mechanisms to monitor progress and impact of global efforts, not least by deepening cooperation with relevant UN and Council of Europe bodies.

Equality must not only be proclaimed, it must be realised. Today, on the International Day for the Elimination of Racial Discrimination, we call for the full and effective implementation of the International Convention on the Elimination of All Forms of Racial Discrimination. Fulfilling the promise we collectively made 60 years ago means proactively nurturing an environment where everyone can thrive and contribute to the prosperity of society, without fear of racism or discrimination because of their racial or ethnic origin.
