HAYWARD, Calif., June 17, 2025-The Hayward City Council plans to appoint Hayward Director of Library Services Jayanti Addleman to the position of Interim City Manager, Mayor Mark Salinas announced on Tuesday.
Addleman's appointment as the City's interim chief executive officer would take effect July 1, when Acting City Manager Michael Lawson will return to his longstanding position as Hayward City Attorney.
Lawson was appointed to serve as Acting City Manager on a temporary basis on May 20 following the City Council's placement of Hayward City Manager Ana Alvarez on paid administrative leave.
Addleman will bring a wealth of executive leadership experience to her new role as Interim City Manager. She has served on the City of Hayward Executive Team and led Hayward Public Library since her selection as Hayward Director of Library Services in January 2019.
In her role as Director of Library Services, Addleman oversaw the opening of the City's 58,000-square-foot, state-of-the-art downtown public library and an expansion of community-serving initiatives, programs and partnerships.
Previously, Addleman served as Library Director and County Librarian for the County of Monterey, where she directed and oversaw a system consisting of 17 branch libraries and three bookmobiles, multiple strategic planning efforts and capital projects.
In announcing the decision to name Addleman Interim City Manager, Mayor Salinas said the Council intends to take formal action on the appointment on Tuesday, June 24. The appointment is expected to run through at least the end of 2025.
Deputy Director Lindsey Vien will take over as Acting Director of Library Services during this period.
