LAS 35647 Alaska Ocean Observing System Land Use Application for Backyard Buoys

Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:APPLICANT: Alaska Ocean Observing SystemPROJECT NAME: LAS 35647GEOGRAPHIC LOCATION: The proposed site is located on state submerged land near Nome (Project Description, p. 3).LEGAL DESCRIPTION: State Submerged Lands within;Section 4 of Township 12 South, Range 34 West, Kateel Meridian (64.4734, -165.4824)REQUESTED ACTIVITY:The Division of Mining, Land, and Water (DMLW) received a Land Use Permit (LUP) application from Alaska Ocean Observing System (AOOS) for the installation of 1 spotter buoy anchored seasonally to state submerged land, near Nome. This buoy would collect real-time wave data that serve community needs for decisions on scales from daily (e.g., safety for maritime operations and coastal hazards) to longer planning horizons (e.g., resilience for climate change and ecosystem function). The buoy and anchoring system would be installed from June to October, and may move up to 5 times per season, within the relative area. The Spotter buoy would be deployed and retrieved over the side of a boat. The buoy and all equipment would be removed at the end of each season. AOOS' project description delineates buoy locations for their entire project; however this permit would only authorize use within state submerged lands.REQUESTED TERM: 5 yearsDEADLINE FOR COMMENTS: 8/6/2025The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
