On January 7, 2025, Delaware released its 2025 Climate Action Plan, a practical guide to reduce emissions, strengthening resilience, and securing a safer future for Delawareans. In 2023, Delaware enacted the Climate Change Solutions Act, which set targets to reduce greenhouse gas emissions by 50% by 2030 and achieve net-zero emissions by 2050. The plan establishes a set of near-term actions and long-term strategies to achieve these emissions reduction and resilience goals.
The plan builds upon Delaware's 2021 Climate Action Plan, integrating new data, research and community input to reflect Delaware's evolving climate priorities. It is organized into four areas of work: toward net-zero emissions, land use intersections, protecting our communities, and preparing Delaware's workforce. The plan outlines climate risk and future scenarios, highlights recent progress, addresses workforce needs, and advances an all-of-government approach to responding to climate change.
The Delaware Department of Natural Resources and Environmental Control (DNREC) led development of the plan, which included an extensive 18-month public engagement process. The team hosted public workshops across the state, held dozens of community briefings, and gathered input from more than 2,300 Delawareans through events, surveys, and feedback sessions. During this process, the planning team intentionally engaged under-resourced communities to promote equity and ensure that lived experiences informed the final plan.
DNREC will release regular updates to the plan in 2027 and 2029, with the next full update planned for 2030, ensuring continued transparency and collaboration in Delaware's climate efforts.
