There were no reports of injuries and no arrests were made. PPB sent out public safety updates via our Events account on X.
Meanwhile, there was a gathering outside the ICE building in South Portland that at times moved into the street. At one point, a vehicle tried to move through the crowd and was surrounded. Dialogue Officers moved in to help mediate the situation, and the driver was able to back out and safely depart in a different direction.
Over the next few hours, officers observed some physical fights between participants with opposing viewpoints. At about 9:30 p.m., officers developed probable cause to arrest a male, 17, from Milwaukie, Oregon, for Assault in the Fourth Degree and took the suspect into custody at South Bond Avenue and South Abernathy Street.
At about 10:00 p.m., members of the Rapid Response Team (RRT) moved in and made another targeted arrest. After the suspect was in custody, officers disengaged. Nathan McFarland, 38, of Portland, was booked into the Multnomah County Detention Center on a charge of Assault in the Third Degree.
No force was used by Portland Police members during these events.
Officers took an additional report of a property crime, and are investigating that case.
As a reminder, PPB does not engage in immigration enforcement as outlined in PPB Directive 810.10, but is still responsible for maintaining public safety and enforcing state laws.

Portland Police Monitoring Anticipated Gatherings Today
The Portland Police Bureau has additional resources in place to monitor and facilitate anticipated gatherings today, including at least one march that may affect traffic in Downtown Portland. Liaison Officers, Bike Squads, Traffic Officers on motorcycles, and other Officers will be highly visible. There is also an expected gathering outside the ICE facility in South Portland.

For these events, an Incident Command Team has been activated. The team managed numerous resources that included Dialogue Liaison Officers, Rapid Response Team, Sound Truck, and the Air Support Unit.
Dialogue Liaison Officers, wearing white uniform shirts, act as liaisons to demonstrators, and their role is not enforcement.

While PPB's role is public safety and supporting constitutionally protected activity, part of our role is to address criminal acts. Officers may be seen in a larger group to make targeted arrests for specific crimes committed. PPB members may also investigate crimes and conduct follow-up investigations into criminal activity later and will forward cases to the Multnomah County District Attorney for prosecution when feasible. As a reminder, just because arrests are not made at the scene, when tensions are high, that does not mean that people are not being charged with crimes later.
