SECO-WCO GTFP Phase II: Workshop on expedited shipments in Colombia

A workshop on expedited shipments, with a focus on e-commerce, was held in Colombia from September 15 to 19. The event is part of the ongoing activities of Phase II of the SECO-WCO Global Trade Facilitation Programme (GTFP).

The workshop aimed to strengthen the capacities of Colombian Custom Authorities (DIAN) on the WCO E-Commerce Framework of Standards and expedited shipments, both of which are key to implementing the country's drafted e-commerce enhancement plan. In addition, dedicated sessions on the WCO Data Model were delivered to support the alignment of DIAN's new IT system with this international standard.

The participants-Customs officials working in e-commerce, expedited shipments, pre-arrival processing, and risk management-engaged in discussions aimed at strengthening capacities in several key areas. They focused on the E-Commerce Framework of Standards and the Immediate Release Guidelines, reviewed and finalised the E-Commerce Enhancement Plan, and contributed to capacity-building efforts by providing guidance on implementing the WCO Data Model, with particular attention to expedited shipments.

Through the workshop, Customs Authorities aim to enhance their capacity in expedited shipment and e-commerce cargo clearance procedures, optimizing efficiency in cargo inspection and trade facilitation, and aligning processes with the WCO Data Model.

The WCO will continue supporting Colombia in improving import procedures for expedited shipments, in line with WCO tools, instruments, and international best practices.
