Leadbeter to Introduce Legislation to Regulate Skill Games, Create School Choice Funding Stream

HARRISBURG - State Rep. Robert Leadbeter (R-Columbia) plans to introduce legislation to regulate skill games in Pennsylvania and create a dedicated funding stream for school choice when these machines operate within the Commonwealth's casinos. "When casinos in Pennsylvania are run responsibly, they can be used for the greater good to drive community investments," said Leadbeter. "Just like the Local Shared Account (LSA) model, these revenues are a tremendous funding resource for infrastructure, public safety and economic development projects - all of which benefit families, children and seniors of Columbia County and beyond." Under this proposal, all regulated skill games in Pennsylvania would generate tax revenue with revenue from machines located outside of casinos flowing into the state's General Fund. When skill games are deployed within a licensed casino, the tax revenues generated from the regulated skill games would be earmarked for a dedicated School Choice Fund, ensuring that families across Pennsylvania gain access to expanded educational opportunities. Leadbeter emphasizes this vision will be transparent and provide parents with the ultimate power of school choice. "Casinos have earned public trust in large part through responsible oversight and community partnerships," Leadbeter added. "Leaning into this philosophy will ensure every child in the Commonwealth will receive the best education possible - one that's tailored to their needs instead of cramming everyone into a one-size-fits-all approach. We have a responsibility to uphold Columbia County's conservative values and prepare our younger people for what's to come in their lives. The Commonwealth's present and future depend on it." Once introduced, it will be assigned to a House committee for consideration.
