Dear Friend,
Many Telegram readers already know that Communist China has been buying up farmland and land near sensitive U.S. military bases.
But a new report reveals an even more alarming trend.
Between April 2024 and March 2025, foreign buyers purchased $56 billionworth of U.S. homes, which is a 33% increase from the year before.
And as you can guess… the top foreign buyer was Communist China.
Chinese buyers accounted for roughly one out of every six foreign home purchases, spending $13.7 billion in 2025 alone.
That should raise serious national security concerns, and it's part of a bigger pattern.
From exploiting birth tourism loopholes to purchasing land near sensitive sites, Communist China is taking advantage of every opening it can.
Last week, I outlined how Communist China exploits birth tourism, where they use loopholes to secure U.S. citizenship for their children by traveling to U.S. territories, like the Northern Mariana Islands, to give birth. That's why I introduced the One Nation, One Visa Policy Act to shut down an Obama-era program enabling visa-free travel to U.S. territories. You can read more about that here and here.
But we can't stop there.
I also joined Rep. Mary Miller (IL-15) in introducing the Protecting Our Farms and Homes from China Act.
This legislation would stop CCP-linked entities from purchasing American farmland and restrict their ability to buy residential property in the United States.
This is about protecting our homeland, defending our national security, and keeping the American Dream in the hands of Americans.
And during National Agriculture Week, we are reminded why that matters. Our farmers rise before dawn, work long hours, and help feed this country. We must continue to protect our farmland and preserve our agricultural heritage for generations to come.
Thanks again for starting your weekend with us. We hope you enjoy this week's edition of the Tiffany Telegram.
Sincerely,
Tom Tiffany

Booting foreign fraudsters
This week the House approved legislation I cosponsored that would take aim at foreign fraudsters, whose crimes harm Americans the most who can afford it the least: The elderly and the vulnerable. This bill, the Deporting Fraudsters Act, would drop the hammer on criminal aliens who bilk these programs by giving them the boot - and making sure they never come back. Fraud schemes are a worsening problem - one that could be costing taxpayers a staggering half-trillion dollars each year according to the Government Accountability Office. As Telegram readers know, some of the most high-profile cases of this grift took place just across the state line in Minnesota, where an estimated $9 billion in federal funds allocated for safety net programs like Medicaid may have been skimmed by Somalian fraudsters. In Gavin Newsom's California, prosecutors recently charged multiple people in connection with the theft of a shocking $181 billion in food stamp benefits from low-income program beneficiaries. As a taxpayer, you'd probably think that both parties would be working together in Washington to clean up this mess. But you'd be wrong. Incredibly, 186 Democrats voted against this common-sense measure - choosing to protect foreign grifters instead of struggling American families and senior citizens on fixed incomes. You can read more about our bill here, and see how lawmakers on it voted here.
Preventing illegals from accessing our roads
In 2024, five-year-old Dalilah Coleman was struck by an illegal aliendriving a commercial 18-wheeler and left critically injured with life-altering conditions. This illegal alien, who was caught crossing our border illegally in 2022, was released into the country by the Biden administration and was then shockingly given a commercial driver's license (CDL) by California's Department of Motor Vehicles. A similar story also occurred just last year in Florida where an illegal alien, who was also granted a CDL in California, killed three innocent U.S. citizens with his vehicle. Dalilah's tragic accident and these deaths were completely avoidable, but Democrats have consistently put illegal aliens first and American citizens are paying the price. While the Trump administration has taken action to strip up to 200,000 immigrant truck drivers of their licenses - a move that would make our roads much safer, it is important to make sure that no administration in the future or any state like California can put our safety in jeopardy. This is why I have cosponsored The Dalilah Law introduced by Representative Andy Barr's (KY-06). The bill will require that states only provide commercial driver's licenses to U.S. citizens, revoke licenses to illegal aliens, and institute English Language Proficiency testing to ensure that those with a CDL have the skills necessary to operate safely on U.S. roads.
Click hereto hear Dalilah Coleman's story and learn why Dalilah's Law is critical to preventing states from granting CDLs to illegal immigrants.
Recent Legislation
Standing up for hunters and anglers
This week, a bill I cosponsored, the Protecting Access for Hunters and Anglers Act, passed the House of Representatives with bipartisan support, 215-202. Essentially, this bill would prevent the Secretaries of Interior and Agriculture from banning lead ammo and tackle on federal property, unless the regulation is also consistent with state law and is supported by the best available science. Under the Biden administration, a ban like this was proposed and it would have severely impacted hunters and anglers across the United States by restricting the use of traditional lead ammunition and fishing tackle. Now this is not a concern for the current administration, which is a staunch ally of sportsmen and women, but it is important that we get this legislation into statute so we can prevent similar Biden bans from being proposed again in the future. Hunting and fishing are a central part of our way of life in Wisconsin, and the last thing people need is more red tape. If anyone knows about conservation and the importance of protecting our nation's environment, it's the sportsmen and women who hunt and fish. We should not make it harder for them to enjoy our public lands. You can see how lawmakers voted on the bill here.
Balancing America's budget
American families and employers make tough choices every single day to make ends meet. Washington politicians, on the other hand, rarely do. That doesn't add up, and it's why this week I voted to approve a Balanced Budget Amendment to the U.S. Constitution. Sounds simple, right? That's because it is. In short, this measure would finally require Congress to do the same thing American households, American small businesses, and 49 of America's 50 states already have to do: Balance the books. Unfortunately, all but one Democrat voted against the measure, preventing it from garnering the two-thirds majority needed for passage. That's a shame. You can see the final vote on the amendment here.
