The main points from the statements made by the Chief of the International Military Cooperation Department, Major General Valery Revenka, at the briefing

19.02.2026

The military and political situation in the world:

«The destruction of the international security system continues. In fact, the regimes of nuclear deterrence, non-proliferation of weapons systems and transparency of military activities have been destroyed. The existing interstate institutions no longer fulfill their stabilizing function and do not provide effective dialogue platforms on security issues. Global tensions are growing and, moreover, becoming uncontrollable.

Modern warfare is becoming truly multi-dimensional and hybrid, which makes it even more dangerous. We are witnessing a radical shift from the ideas of peaceful coexistence and the supremacy of international law to the policy of coercion and the "rule of the strong».

About the geopolitical tensions in the European region:

«The European region has become one of the main theaters of strategic rivalry. Europe has lost the status of a territory with a low probability of a large-scale war, but it took decades to form and maintain it. Unfortunately, the results and lessons of the Second World War were quickly forgotten.

NATO continues to transform itself from a defensive alliance into an instrument of pressure and intimidation. At the same time, the European Union is increasingly advocating for strengthening its status as a military and political actor.

The decision of a number of European States to withdraw from the Ottawa Convention on Anti-personnel Mines marks another step towards the final destruction of the European security architecture, its rollback from the norms of international humanitarian law.

The militarization of Europe is not a spontaneous process, but the result of the intersection of the interests of a part of some political elites and the leadership of corporations involved in military production. According to SIPRI, the revenues of the world's 100 largest military-industrial companies from the sale of weapons increased by almost 6% in 2024 alone, to a record $679 billion, and over the past 10 years their income has increased by 26%. The bulk of the global revenue growth for gunsmiths came from companies from the United States and Europe. And the growth of military spending is only gaining momentum».

The position of the Republic of Belarus in the field of global and regional security:

«The Republic of Belarus is interested in normalizing the situation in the sphere of global and regional security, in restoring a unified order for all. An order that takes into account the interests of peoples, promotes prosperity and ensures peaceful coexistence.

Our State is interested in creating effective global and regional security systems that would prevent the very emergence of interstate contradictions. Political and diplomatic solutions can be found for all problems. Modern history has repeatedly proved that where there is mutual respect and cooperation, the risk of escalation of tension is minimal.

The world is closer than ever. The national security of any State is linked to the international one, and international security is our common collective responsibility.

Ensuring security today is not just about ensuring the absence of war, it is about laying the foundation for sustainable development, a certain standard of living for people: the opportunity to work, study and make plans for the future.

It must be remembered that international security is not just a goal, it is first and foremost a process, including our daily work.

By making efforts to restore dialogue, expand it, or maintain it at a high level, we are investing in the future of entire generations».
