USDA Names Trump Administration Appointees to the Indiana Farm Service Agency State Committee

Indianapolis, Ind. - April 16, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Indiana USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Indiana are:

  • Thomas McKinney, Chair (Kempton) - McKinney is a lifelong Indiana grain producer who has expanded and stewarded his family's multi-generation corn and soybean operation. He brings a long history of agricultural leadership and community service, with ongoing involvement in state and national Farm Bureau energy committees and local redevelopment efforts.
  • Tracey Clifford, Member (Auburn) - Clifford is a northeast Indiana row-crop producer who helps operate her family's multi-generation farm, where she manages business operations, field preparation, planting, and harvest. She brings extensive experience in agricultural program delivery through her career with FSA, where she worked in many roles at the county and state level.
  • William (Bill) Gelfius, Member (Hartsville) - Gelfius is a grain and livestock producer with decades of experience raising seed corn, seed soybeans, wheat, double-crop soybeans, processing tomatoes, and managing a large wean-to-finish hog operation. He brings long-term experience in diversified crop and livestock production, farm management, and agricultural leadership through service on county-level extension and soil and water boards, as well as prior service on the Indiana FSA State Committee.
  • Timothy A. Schwab, Member (Batesville) - Schwab is a lifelong cattle producer who manages a cow herd, feedlot, and grows row-crops for a diversified Indiana livestock and grain operation. With decades of experience in herd management, breeding, feeding, crop production, and regulatory compliance, he also brings extensive leadership involvement in state and national beef organizations, including the Indiana Beef Cattle Association and the National Cattlemen's Beef Association.
  • Kevin Underwood, Member (West Lafayette) - Underwood is a lifelong grain and livestock producer who manages a diversified operation that raises corn, popcorn, sweet corn, soybeans, seed soybeans, wheat, and farrow-to-finish hogs. He brings decades of production agriculture experience along with long-term leadership in county and state agricultural organizations, including serving on the Indiana Farm Bureau Board of Directors and multiple county-level advisory boards.
