WVDOH accepts bids for interstate bridge project in Charleston

A project to renovate four interstate bridges on Interstate 77 in Charleston is among 34 construction projects included in a bid letting conducted by the West Virginia Division of Highways (WVDOH) on Tuesday, January 13, 2026.

The Stadium Place Bridge, Greenbrier Street Bridge, Greenbrier Street Underpass, and Booker T. Washington Bridge will all receive deck overlays and minor structural repairs. The bridges are part of a planned renovation or replacement of more than 35 bridges in and around Charleston.

"Taking good care of our existing transportation network is a great investment into the future of West Virginia," said Transportation Secretary Todd Rumbaugh. "We'd ask the folks who'll be traveling through this construction work zone, or any work zone, regardless of location to slow down and pay attention. Someone's son or daughter is trying to make a living on that road. Let's make sure they get home safely."

Projects on the January 13 bid letting include:
  • Leon Pin and Link Bridge superstructure replacement. (Mason County)
  • Steubenville Bridge and Harmon Creek Bridge concrete replacement, paving, and guardrails. (Brooke County)
  • Isner Creek Bridge and Newtons Bridge cleaning and painting. (Randolph County)
  • US 119 and US 250 bypass paving. (Barbour County)
  • US Army SP 4 Darrell Gregory Triplett Memorial Bridge rehabilitation. (Lincoln County)
  • Smithtown Road widening and traffic signal. (Monongalia County)
  • Riggleman Arch Bridge replacement. (Hardy County)
  • Shady Grove Overpass cleaning and painting. (Preston County)
  • US 219 paving, Pleasant Mountain Road to Clover Run Road. (Randolph County)
  • Mill Street Bridge replacement. (Harrison County)
  • PFC Hotty Herrick Bridge rehabilitation, Clarksburg. (Harrison County)
  • Frank S. Easley Bridge rehabilitation. (Mercer County)
  • US 220 paving, Upper Tract to Grant County line. (Pendleton County)
  • WV 310 (East Grafton Road) paving. (Marion County)
  • District 5 ADA ramps. (Berkeley, Hampshire, Jefferson, and Morgan counties)
  • Salem sidewalks and ADA ramp, West Main Street. (Harrison County)
  • District 9 ADA ramps, Ronceverte, Lewisburg, White Sulphur Springs, Quinwood, Peterstown, Hinton, Gauley Bridge, and Valley District. (Fayette, Greenbrier, Monroe, and Summers counties)

  • US 19 micropile retaining wall. (Marion County)
  • Point Comfort Bridge replacement. (Harrison County)
  • US 33 paving, Roots Run Road to North Mountain. (Pendleton County)
  • Interstate 77 County Route 11 Overpass Bridge concrete repairs, cleaning and painting. (Jackson County)
  • Number 2 Ridge Road slide repair. (Marshall County)
  • WV 104 traffic signals, Princeton. (Mercer County)
  • Stadium Place Overpass, Greenbrier Street Overpass, Greenbrier Street Underpass, and Booker T. Washington bridge renovations. (Kanawha County)

Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer's Estimate and by what percentage. In cases where a bid is above the Engineer's Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.

When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
