Orange County, FL - Orange County has named Jen Pennypacker as the Film Incentive
Program Administrator, a role responsible for overseeing applications, selections, and payments for the new Orange County Film Incentive Program. A five-year initiative designed to revitalize Orange County's film industry, the Film Incentive Program aims to attract high-value film and television projects to the region and stimulate tourism.
"Jen Pennypacker's experience, leadership, and industry connections make her well-suited to lead the Film Incentive Program," said Orange County Mayor Jerry L. Demings. "With her vision, Orange County can become a top destination for film and television productions."
Pennypacker has 12 years of experience as Business Development Director for the Metro Orlando Film & Television Commission, where she played a key role in industry growth, production recruitment, and stakeholder engagement. She has also held prominent leadership positions within the film community, including working in Los Angeles with Showtime Networks, and serving as President of Film Florida and of Women in Film & Television, Florida.

"I am thrilled to be joining Orange County as the Administrator for the new Film Incentive Program," said Pennypacker. "Our region boasts numerous and varied locations and sites for all filming needs, an abundance of industry talent, and the infrastructure to support everything from commercials to feature films."
Orange County has committed $25 million over five years, with funding from the Tourist Development Tax for production incentives, and from the County's General Fund for staff and administration. Pennypacker will collaborate with the Orlando Economic Partnership and the Orlando Film Office to provide support with permitting, site selection, and regional marketing to attract film and television productions.
The Film Incentive Program was approved by the Orange County Board of County Commissioners on November 18, 2025, following recommendations from a Film Incentive Working Group of local industry experts. The group conducted a nationwide review of successful incentive models and developed a program tailored to Orange County's resources and growth potential.
