Congressman Ralph Norman Supports Historic Rescissions Package to Rein in Wasteful Federal Spending

Washington, D.C. - Congressman Ralph Norman (R-SC) voted in favor of H.R. 4, the Rescissions Act of 2025, a landmark package that will eliminate $9.4 billion in unnecessary and ideologically driven federal spending. This bill targets egregious funding streams that undermine American values and burden taxpayers.

The Rescissions Act includes:

• $8.3 billion in rescinded funds from the State Department's foreign aid programs, including contributions to the United Nations and failed international peacekeeping operations.
• $1.1 billion rescinded from the Corporation for Public Broadcasting (CPB), which funds NPR and PBS, institutions that have consistently pushed biased political narratives.
• Cuts to programs that promote critical race theory, radical gender ideology, and climate extremism in foreign countries using U.S. taxpayer dollars.
• Elimination of duplicative or wasteful accounts, such as the Complex Crises Fund, the Inter-American Foundation, and contributions to the UN Population Fund.

The bill is grounded in the constitutional authority granted to Congress under Article I, Section 9, Clause 7 - reinforcing the House's power of the purse. H.R. 4 garnered support from conservative leaders across the country, including Americans for Tax Reform, Heritage Action, and Advancing American Freedom.
